The Honorable, The Legislature:
I am pleased to provide you with the first annual report for the Bureau of Correctional Enterprises. The report highlights the accomplishments of the Prison Industries, Correctional Farms and Institutional Work Projects for Fiscal Year 1996.
Beyond that I believe the reader will obtain a better understanding of the Mission and Goals of our organization. The Governor and Secretary have designated work as critical part of their correctional program. The Bureau's "reason for being" is to provide work experience and training to offenders. This report reflects our efforts to meet the expectations of our leaders.
The first annual report is totally a product of Bureau staff. The articles, data, pictures, art work and printing were produced entirely by staff of the Bureau. I thank them for an excellent product.

The Honorable, The Senate:
Celebration and transition have dominated our sesquicentennial year.
While celebrating the birth of the rich collections that place our Society in a position of preeminence among its peer institutions, we also honor the end of more than a decade of strong leadership and growth under H. Nicholas Muller III. Nick's announcement in February of his resignation to become the president and CEO of the Frank Lloyd Wright Foundation tempered our joy.
But the announcement at our June Meeting that George L. Vogt, director of the South Carolina Department of Archives and History in Columbia, South Carolina, is succeeding Nick gave rise to the anticipation of continuing expert leadership.
Over the year, Bob Thomasgard, Jr., has made an enormous sacrifice serving as acting director in the interm period between directors. Bob has served as associate director for more than thirteen years and has adroitly negotiated on the Society's behalf through increasingly difficult budgetary constraints.
Bob, the father of two school-aged children, has left his family most Sunday's since February to handle the affairs of the agency's two top administrators. As associate director, his duties concern the biennial budget and invariably occupy most of his time. This year, those duties were increased dramatically as he continued Nick's projects-both internal and external-and served on the search committee for the man who is becoming his boss.
Under George Vogt and Bob Thomasgard, the Society's membership, Board of Curators, and staff can look forward to a future to a future as exemplary and bright as our last 150 years.

The Honorable, The Legislature:
Section 25.17(14r) of the Statutes, as created by 1995 Wisconsin Act 274, requires that the State of Wisconsin Investment Board (SWIB) submit a report to the Joint Committee on Audit, Joint Committee on Finance, and Chief Clerks of each House summarizing any change in the Board's investment policies, upon adoption of the change.
On October 3, 1996, the Board of Trustees approved a change to the investment guidelines for our Real Estate portfolios. These changes were made to more accurately reflect the objectives and risk profile of the real estate portfolios. SWIB's real estate consultant (Institutional Property Consultants) has confirmed that the changes are consistent with industry practice.
