Analysis by the Legislative Reference Bureau
Under current law, motor vehicle registrants may obtain special distinguishing
license plates for certain vehicles registered with the department of transportation
(DOT). Special license plates may be obtained for automobiles, station wagons,
motor homes and certain dual purpose motor homes, farm trucks and dual purpose
farm trucks. A fee, in addition to the regular vehicle registration fee for the
particular type of vehicle, is assessed for the issuance or reissuance of most special
license plates.
Persons possessing special license plates related to certain campuses of the
University of Wisconsin (UW) System or related to the support of endangered or
threatened species pay an additional annual fee as a tax deductible contribution to
the UW System or to the endangered resources program administered by the
department of natural resources.
This bill creates a special license plate that commemorates the 150th
anniversary of Wisconsin statehood. An eligible applicant may obtain these special
commemorative plates for a one-time fee of $15, in addition to the regular vehicle
registration fee. Each quarter, DOT is required to compute the total cost of
designing, producing, promoting and distributing these special commemorative
plates, and to transfer to the Wisconsin sesquicentennial commission the amount,
if any, by which fees received from the sale of these plates exceeded the costs during
the preceding quarter. The moneys received by the Wisconsin sesquicentennial
commission may be expended for planning and preparation for the commemoration
of the 150th anniversary of Wisconsin statehood and for promoting these special
commemorative plates. The fee is tax deductible to the extent permitted by law. The
bill prohibits the initial issuance of these special commemorative plates after
December 31, 1998.
The bill also appropriates $1,500,000 GPR for the general program operations
of the Wisconsin sesquicentennial commission.
