19state costs associated with any gift; and the possibility of conflicts of interest which
20may arise by accepting any gift or grant. In addition, expenditures under this
21paragraph are subject to the following approval process involving the secretary of
22administration and the joint committee on finance. The department of justice shall
23provide the required information to the secretary of administration. If the secretary
24disapproves, the department shall not expend the moneys. If the secretary approves,
25he or she shall notify the joint committee on finance in writing of the proposed

1expenditure. If the cochairpersons of the committee do not notify the secretary that
2the committee has scheduled a meeting for the purpose of reviewing the proposed
3expenditure within 14 working days after the date of the secretary's submittal, the
4department of justice may expend the moneys in the manner approved by the
5secretary. If, within 14 working days after the date of the secretary's submittal, the
6cochairpersons of the committee notify the secretary that the committee has
7scheduled a meeting for the purpose of reviewing the proposed expenditure, the
8proposed expenditure may be made only with the approval of the committee.
