AB494, s. 17 24Section 17. 562.02 (2) (f) of the statutes is amended to read:

1562.02 (2) (f) Suspend or revoke any license or impose a forfeiture for any
2violation of this chapter or commission rules. The commission may suspend or
3revoke an occupational license issued under s. 562.05 (1) (d) or impose a forfeiture
4on that licensee under this paragraph if the stewards do not hold a meeting under
5s. 562.04 (1) (b) or hold a meeting but do not suspend the license or impose a
6forfeiture. Upon appeal, the commission may change any action of the stewards
7under s. 562.04 (1) (b). Fifty percent of the moneys received under this paragraph
8shall be deposited in the appropriations appropriation accounts under ss. 20.197 (1)
9(g), (i) and (j) and 20.455 (2) (g).
AB494, s. 18 10Section 18. 562.04 (1) (b) 4. of the statutes is amended to read:
AB494,7,1811 562.04 (1) (b) 4. If at least 2 stewards determine that the violation or conduct
12has occurred, the stewards may, under the schedule established by the commission
13under s. 562.02 (1) (f), suspend a license issued under s. 562.05 (1) (d) for a period not
14to exceed 90 days or impose a forfeiture not to exceed $2,000 or both; or recommend
15that the commission suspend a license for more than 90 days or impose a forfeiture
16exceeding $2,000 or both. Fifty percent of the moneys received under this
17subdivision shall be deposited in the appropriations appropriation accounts under
18ss. 20.197 (1) (g), (i) and (j) and 20.455 (2) (g).
AB494, s. 19 19Section 19. 562.04 (2) (d) of the statutes is amended to read:
AB494,7,2320 562.04 (2) (d) A fee for the supervision of racing by stewards or other racing
21officials employed by or under contract with the commission. Any moneys received
22under this paragraph shall be deposited in the appropriations appropriation
23accounts
under ss. 20.197 (1) (g), (i) and (j) and 20.455 (2) (g).
AB494, s. 20 24Section 20. 562.05 (2) of the statutes is amended to read:

1562.05 (2) The commission shall establish, by rule, the qualifications for any
2license required under sub. (1) and fix the fee for that license and any background
3investigation under sub. (7) related to that license. Any moneys received under this
4subsection shall be deposited in the appropriations appropriation accounts under ss.
520.197 (1) (g), (i) and (j) and 20.455 (2) (g).
AB494, s. 21 6Section 21. 562.065 (3) (d) 2. of the statutes is amended to read:

16s. 562.05 (9) shall be paid to the commission. The commission shall deposit moneys
17received under this subsection in the appropriations appropriation accounts under
18ss. 20.197 (1) (g), (i) and (j) and 20.455 (2) (g).

21testing under this subsection. Fees received under this paragraph shall be deposited

AB494, s. 25 24Section 25. Chapter 570 of the statutes is created to read:

2 Compulsive gambling board
AB494,9,3 3570.01 Definitions. In this chapter:
AB494,9,4 4(1) "Board" means the compulsive gambling board.
AB494,9,7 5(2) "Compulsive gambling" means chronic and progressive preoccupation with
6gambling in which the urge to gamble is to the extent that the gambling behavior
7compromises, disrupts or damages personal, family or vocational pursuits.
AB494,9,8 8570.02 Operation of the board. The board shall do all of the following:
AB494,9,10 9(1) Establish a statewide, toll-free telephone number to assist and provide
10referral for persons with problems relating to compulsive gambling.
AB494,9,12 11(2) Establish an outreach program to educate the public about compulsive
12gambling, with an emphasis on youth.
AB494,9,14 13(3) Conduct research on the extent and nature of compulsive gambling in this
14state.
AB494,9,16 15(4) Make recommendations to the governor, the legislature and state agencies
16relating to the prevention and treatment of compulsive gambling.
AB494,9,21 17(5) From the appropriation under s. 20.196 (1) (km), make grants to compulsive
18gambling treatment centers, including at least one grant during each fiscal year, as
19defined in s. 20.902, to a treatment center that is located in the portion of this state
20that is north of a line running east and west through the south limits of the city of
21Stevens Point.
AB494,9,22 22(6) Appoint an executive director and staff within the classified service.
AB494,9,24 23(7) Charge the gaming commission an amount equal to the amounts
24appropriated under s. 20.197 (1) (i) and (t), for the costs of the board under this

1section. Moneys received under this subsection shall be deposited in the
2appropriation accounts under s. 20.196 (1) (k) and (km).
AB494, s. 26 3Section 26 . Nonstatutory provisions; compulsive gambling board.
AB494,10,8 4(1)  Initial appointments. Notwithstanding section 15.56 (3) of the statutes,
5as created by this act, the initial members of the compulsive gambling board who are
6appointed under section 15.56 (3) of the statutes, as created by this act, shall be
7appointed by the first day of the 4th month beginning after the effective date of this
8subsection for the following terms:
AB494,10,10 9(a)  The member who represents the gambling industry and the member who
10is a recovering or recovered compulsive gambler, for terms expiring on May 1, 1997.
AB494,10,13 11(b)  The member who is a medical professional with experience in the
12treatment of compulsive gambling and the member who is a member of a compulsive
13gambler's family, for terms expiring on May 1, 1999.
AB494,10,17 14(2)  Position authorizations. There is authorized for the compulsive gambling
15board 3.0 FTE PR positions, including an executive director position, to be funded
16from the appropriation under section 20.196 (1) (k) of the statutes, as created by this
17act, to carry out the purposes of chapter 570 of the statutes, as created by this act.
AB494, s. 27 18Section 27. Effective dates. This act takes effect on the first day of the 7th
19month beginning after publication, except as follows:
AB494,10,21 20(1) The treatment of sections 15.07 (1) (a) 6. and (5) (yb) and 15.56 of the
21statutes and Section 26 of this act take effect on the day after publication.
