A licensee whose license is restricted or suspended under this subdivision is entitled to a notice and hearing only as provided in a memorandum of understanding entered into under s. 49.857 and is not entitled to a hearing under par. (b).

(3m) (a).

165.85 (3m) Duties relating to support enforcement. The board shall do all of the following:

If an individual who is requested by the board to provide his or her social security number under this paragraph does not comply with the board's request, the board shall deny the individual's application for certification or recertification. The board may disclose a social security number provided by an individual under this paragraph only to the department of workforce development as provided in a memorandum of understanding entered into with the department of workforce development under s. 49.857.
