The department shall give a preference point to each applicant for each previous season for which the applicant applied but was not issued a permit. Applicants who fail to apply at least once during any 3 consecutive years shall lose all previously accumulated preference points. The person who kills the deer may not leave the deer unattended until after it is tagged within one hour after the deer is killed. The person who killed the deer may not use a telephone, cellular mobile telecommunications device, radio or other means of electronic communication to inform any member of the group deer hunting party of the kill.
