519.78 Failure to provide social security number on license application. 6(1) In this section:

(a) "License" means a license or identification card issued under ch. 343, a
8license issued under ch. 765 or any license, permit, registration, approval, certificate
9or certification issued by any state agency that authorizes a person to engage in any
10occupational, professional, commercial or recreational activity.

1(b) "State agency" means any state office, department, board, examining board,
2affiliated credentialing board, commission, council or independent agency in the
3executive branch or, with respect to a license issued under ch. 765, a county clerk.

4(2) No state agency that issues a license may revoke, suspend or otherwise limit
5a license or deny an application for issuance, renewal or reinstatement of a license
6solely on the basis that a licensee or applicant failed to provide his or her social
7security number, or the social security number of any other individual, on an
8application form or in any other manner to the state agency.

(2) Employe discipline. Any person employed by an authority who
11violates this subchapter
, except s. 19.78, may be discharged or suspended without
12pay.".".

(1) The department shall adopt rules establishing a uniform
17examination for the statewide certification of master electricians and establishing
18certification requirements for electrical contractors, journeymen electricians and
19beginning electricians. The rules shall specify that only master electricians and
20persons who employ at least one master electrician may be certified as electrical
21contractors; that persons who successfully complete an apprenticeship program
22lasting for at least 4 years and approved by the U.S. department of labor and by the
23department or pass an inside journeyman wireman examination and who have
24installed electrical wiring for at least 48 months and have maintained and repaired
1electrical wiring for at least one month shall be certified as journeymen electricians;
2and that only persons who have some experience installing and repairing electrical
3wiring may be certified as beginning electricians. The rules shall provide for the
4periodic administration of the examination, shall specify the certification period and
5examination fee and shall establish criteria for the suspension of the certificate by
6the department for violations of a municipality's electrical code upon notification of
7such violations by the municipality. Applicants for certification as electrical
8contractors shall provide the department with their social security number,
subject
9to s. 19.78 (2), and their worker's compensation number, their unemployment
10insurance account number, their state and federal tax identification numbers and
11the name and address of each partner or member if they are partnerships or limited
12liability companies, of the owner if they are individual proprietorships and of their
13officers if they are corporations.".

(3m) (a) In addition to the information required for a street trade permit
17under sub. (3), a street trade permit obtained by a house-to-house employer shall
18contain the minor's permanent home address and

Reinstatement of certain licenses. No later than 6 months after the
24effective date of this subsection, a state agency, as defined in section 19.78 (1) (b) of
1the statutes, as created by this act, shall issue, reinstate or renew any license, as
2defined in section 19.78 (1) (a) of the statutes, as created by this act, that the state
3agency revoked, suspended or otherwise limited or failed to issue, reinstate or renew
4within the 2-year period immediately preceding the effective date of this subsection
5if the sole reason that the license was revoked, suspended or otherwise limited or not
6issued, reinstated or renewed was the licensee's or applicant's failure to provide his
7or her social security number, or the social security number of any other individual,
8on an application form or in any other manner to the state agency. A state agency
9may not charge a licensee or applicant a fee for issuing, reinstating or renewing a
10license under this subsection if the licensee or applicant previously paid the
11applicable fee with respect to the application, except that, if the state agency
12refunded such fee, the state agency may not charge a fee for issuing, reinstating or
13renewing a license under this subsection that exceeds the amount of the refunded
14fee.".".
