(2) The legislature determines that a district including a county with
7a population of more than 500,000 serves a public purpose in that county and all
8counties that are contiguous to that county
, except for a county that contains the
9largest city in the counties that are contiguous to the county with a population of
10more than 500,000, by providing recreation, by encouraging economic development
11and tourism, by reducing unemployment and by bringing needed capital into the
12multicounty area for the benefit of people in the multicounty area.

2229.67 Jurisdiction. A district's jurisdiction is any county with a population
3of more than 500,000 and all counties that are contiguous to that county
, except for
4a county that contains the largest city in the counties that are contiguous to the
5county with a population of more than 500,000, and that are not already included in
6a different district. Once created, a district's jurisdiction is fixed even if the
7population of other counties within the district subsequently exceed 500,000. Once
8a county is included in a district's jurisdiction the county remains in the district until
9the district is dissolved under s. 229.71. In this section, "contiguous" includes a
10county that touches another county only at a corner.".

13(1) If taxes imposed by a professional baseball park district under section
14229.68 (15) of the statutes are collected by a retailer in a county that is part of the
15district's jurisdiction, but are not sent by the retailer to the department of revenue
16before such a county is no longer a part of the district's jurisdiction because of the
17treatment of sections 229.64 (2) and 229.67 of the statutes by this act, such accrued
18taxes shall be sent to the department of revenue as soon as possible.".
