Beginning in fiscal year 1999-2000, the department may not expend more than 50% of the funds appropriated under this paragraph in each fiscal year for local assistance. The department shall allocate $300,000 in each fiscal year from this appropriation for grants under s. 281.65 (8) (cm).

SECTION 398. 20.370 (6) (ag) of the statutes is created to read:
