Dear Speaker Brancel:
Assembly Bill 153, introduced by Representatives Goetsch, Walker, Ladwig, Porter and Johnsrud, relates to the temporary placement of young adult offenders at a juvenile secure correctional facility; notification of the general public concerning sex offenders; increasing the number of private businesses that lease space in state prisons or correctional institutions operated by the department of corrections; contacts with private persons for the transfer and confinement of state prisoners in institutions located in another state; providing an exemption from rule-making procedures; and making appropriations. Passage of this bill at the earliest practicable date is vital to the safe and efficient operation of the Wisconsin correctional system.
Assembly Bill 153 contains a fiscal note in excess of $10,000. Pursuant to sec. 16.47(2), Stats., I consider this bill an emergency bill and ask that passage of Assembly Bill 153 be permitted prior to passage of the budget bill.
