Pursuant to section 153.35(2), Wis. Stat., we are pleased to submit to the Governor and to the Legislature the Guide to Wisconsin Hospitals, Fiscal Year 1996, which provides summary and detailed information about fiscal data, utilization, and staffing at Wisconsin hospitals. This report, prepared by the Office of Health Care Information, sets forth comparisons among hospitals of increases or decreases in gross revenues, net revenues, revenues, and expenditures.

To the Honorable, the Assembly:
The attached report is submitted in accordance with s.49.45(2)(a)21 of the Wis. Stats., which directs the Department of Health and Family Services to report annually on Wisconsin Medicaid recipient access to obstetric and pediatric services. The report outlines the variety of federal and state mandates and initiatives that have been established to encourage increased provisions of these important services by physicians and other professions and increased use of medical services by children and pregnant women who receive Medicaid.
I am pleased to advise you that for the eighth consecutive year, Wisconsin's State Plan Amendment, which assures the federal Health Care Financing Administration (HCFA) that Wisconsin Medicaid recipients have access to pediatric and obstetric care equal to that of the general population, has been approved by HCFA.
Access to pediatric and obstetric care for Medicaid recipients will continue as a focus of Departmental efforts.

To the Honorable, the Legislature:
State statute s. 46.277(5m) requires that the Department of Health and Family Services submit a report to the Legislature each year by October 1, describing the cost and quality of services used under the Medicaid Waiver Program and the extent to which existing services have been used under the program in the preceding calendar year. The attached report covers calendar year 1996 activity for the Community Options Program Waiver and the Community Integration Program II.
These programs are designed to relocate or divert elderly and physically disabled persons from nursing homes and finance their care with Medicaid in a community setting. The level of Medicaid waiver funding must be no greater than the Medicaid cost for nursing home care. This annual report demonstrates that Wisconsin is in compliance with these regulations.
