Relating to the Approval and Issuance of Model Academic Standards
WHEREAS, the Governor's Council on Model Academic Standards ("Council") was created on January 24, 1997 by Executive Order No. 302 to develop model academic standards in the subject areas of reading, writing, mathematics, science, history and geography for grades 4, 8 and for graduation; and
WHEREAS, the Council was also created statutorily by Section 14.017(3) of the Wisconsin Statutes under 1997 Wisconsin Act 27 (the 1997-99 Biennial Budget Act); and
WHEREAS, the Council has completed its work and, in December of 1997, recommended for adoption world-class model academic standards in the subject areas of English language arts, mathematics, science and social studies; and
WHEREAS, Section 14.23(2) of the Wisconsin Statutes requires the Governor to formally approve or disapprove the model academic standards recommended by the Council; and
WHEREAS, Section 14.23(2) of the Wisconsin Statutes authorizes the Governor to issue the model academic standards as an executive order; and
WHEREAS, the model academic standards recommended by the Council may be used as a reference resource to assist school districts in developing their own rigorous standards by the fall of 1998; and
WHEREAS, the model academic standards recommended by the Council meet the expectations established by Executive order No. 302:
NOW, THEREFORE, I, TOMMY G. THOMPSON, Governor of the State of Wisconsin, by the authority vested in me by the Constitution and the laws of this State, and specifically by Section 14.23(2) of the Wisconsin Statutes, do hereby approve, issue and incorporate by reference into this Executive Order the model academic standards recommended by the Council.
IN TESTIMONY WHERE OF, I have hereunto set my hand and caused the Great Seal of the State of Wisconsin to be affixed. Done at the Capitol in the city of Madison this thirteenth day of January in the year one thousand nine hundred and ninety-eight.
