Relating to a Proclamation that the Flag of the United States and the Flag of the State of Wisconsin be Flown at Half-Staff as a Mark of Respect for the Brave Personnel of the United States Air Force Reserve's 440th Airlift Wing Who Lost Their Lives in the Line of Duty in Tegucigalpa, Honduras
WHEREAS, on Tuesday, April 1, 1997, a Milwaukee-based Air Force Reserve cargo aircraft en route from Howard Air Force Base to Soto Cano Air Base crashed at the end of an airport runway in Honduras; and
WHEREAS, Senior Master Sergeant Leland Rassmussen, Staff Sergeant Vicki Clifton, and Senior Airman Samuel Keene of the United State Air Force Reserve's 440th Airlift Wing lost their lives while on this resupply mission; and
WHEREAS, Senior Master Sergeant Rassmussen, Staff Sergeant Clifton, and Senior Airman Keene honorably served the people of the United States and the people of Wisconsin; and
WHEREAS, the people of Wisconsin mourn the loss of these brave service personnel;
NOW, THEREFORE, I, TOMMY G. THOMPSON, Governor of the State of Wisconsin, by the authority vested in me by Federal and State law, DO HEREBY ORDER that the flag of the United States and the flag of the State of Wisconsin shall be flown at half-staff at all buildings, grounds, and military installations of the State of Wisconsin, located in Milwaukee County and at the State Capitol in the City of Madison, beginning forthwith until sundown on Monday, April 7, 1997.
