Relating to the Repeal and Re-Establishment of the State Interagency Coordinating Council
WHEREAS, the State Interagency Coordinating Council ("Council") was originally created by Executive Order No. 17, pursuant to provisions in the Education of the Handicapped Act Amendments of 1986; and
WHEREAS, the Governor amended the Council by Executive Orders No. 167 and No. 195; and
WHEREAS, the Individuals with Disabilities education Act of 1997 ("Act") changes the composition of the Council;
NOW, THEREFORE, I, TOMMY G. THOMPSON, Governor of the State of Wisconsin, by the authority vested in me by the Act and by the Constitution and the laws of this State, do hereby
1. Repeal Executive Orders No. 17, No. 167 and No. 195 and:
2. Re-establish the State Interagency Coordinating Council for the State of Wisconsin, and provide that the Council shall consist of not more than twenty (20) members selected in accordance with the following distribution:
a. PARENTS - At least twenty (20) percent of the members shall be parents of infants or toddlers with disabilities or children with disabilities aged 12 or younger, with knowledge of, or experience with, programs for infants and toddlers with disabilities. At least one such member shall be a parent of an infant or toddler with a disability aged 6 or younger.
b. SERVICE PROVIDERS - At least twenty (20) percent of the members shall be public or private providers of early intervention services.
c. STATE LEGISLATURE - At least one (1) member shall be from the State Legislature.
d. PERSONNEL PREPARATION - At least one (1) member shall be involved in personnel preparation.
e. AGENCY FOR EARLY INTERVENTION SERVICES - At least one (1) member shall be from each of the State Agencies involved in the provision of, or payment for, early intervention services to infants and toddlers with disabilities and their families and shall have sufficient authority to engage in policy planning and implementation on behalf of such agencies.
f. AGENCY FOR PRESCHOOL SERVICES - At least one (1) member shall be from the State educational agency responsible for preschool services to children with disabilities and shall have sufficient authority to engage in policy planning and implementation on behalf of such agency.
g. AGENCY FOR HEALTH INSURANCE - At least one (1) member shall be from the agency responsible for the State governance of health insurance.
h. HEAD START AGENCY - At least one (1) representative from a Head Start agency or program in the State.
i. CHILD CARE AGENCY - At least (1) representative from a State Agency responsible for child care.
j. OTHER MEMBERS - Selected by the Governor.
3. Designate the individuals or their designees under 2.c - 2.i of this Order to serve as permanent members of the Council.
4. Designate all other members of the Council to serve staggered three year terms, to expire on July 1.
5. Provide that the Chairman of the Council shall be selected by the Governor.
6. The Council shall be attached to the Department of Health and Family Services (DHFS) for administrative and support purposes. Travel and other expenses, if any, shall be paid from grant funds received by DHFS.

Relating to the Creation of the Governor's Blue Ribbon Task Force on Aquaculture
WHEREAS, the aquaculture industry is an important part of agricultural diversity in Wisconsin; and
S720 WHEREAS, Wisconsin boasts more than 300 fish farms that grow and market more than $45 million in products each year; and
WHEREAS, Wisconsin's 1998 aquaculture survey predicts industry growth of more than sixty percent in the next five years; and
WHEREAS, Wisconsin is committed to expanding production, marketing and new income in the state's aquaculture industry; and
NOW, THEREFORE, I, TOMMY G. THOMPSON, Governor of the State of Wisconsin, by the authority vested in me by the Constitution and the laws of this State, and specifically Section 14.019 of the Wisconsin Statutes, do hereby:
7. Create the Governor's Blue Ribbon Task Force on Aquaculture ("Task Force").
8. Provide that the Task Force shall consist of not more than eleven (11) members appointed by the Governor to serve at the pleasure of the Governor.
9. Provide that the Governor shall designate one (1) member on the Task Force as chair to serve in this capacity at the pleasure of the Governor.
10. Require the Task Force to prepare and submit a report to the Governor detailing its findings and proposing recommendations for the growth of Wisconsin's aquaculture industry.
11. Provide that the Task Force shall have the following mission:
a. Report on the state of the Wisconsin aquaculture industry; and
b. Analyze the potential for aquaculture in Wisconsin, including fish, bait, nonfish aquatic and plant species and genetic strains that may be appropriate for Wisconsin; and
c. Evaluate the possible domestic and foreign demand for Wisconsin aquaculture products; and
d. Assess the current promotional activities for Wisconsin aquaculture products; and
e. Review food safety laws and practices to ensure adequate measures are in place to ensure the quality of Wisconsin Aquaculture products.
12. Require the Task Force to submit periodic reports to the Governor as the chair deems necessary and a final report to the Governor no later than January 1, 1999.
13. Direct the University of Wisconsin System and other state agencies to provide assistance t the Task Force.
14. Direct the Department of Agriculture, Trade and consumer Protection and the Department of Commerce to provide staff assistance to the Task Force.
