The report provides an analysis of the agency's 1995-1997 activities and accomplishments and describes objectives and intended accomplishments for the 1997-1999 biennium.

In compliance with section 45.35 (3d)(b), Wis. Stats., as created by 1989 Wisconsin Act 36, the Council on Veterans Programs and the Wisconsin Department of Veterans Affairs (WDVA) are jointly submitting the attached general summary report of the activities and membership over the past two years of the Council and the organizations represented on the Council.
Organizations not yet reporting are the American Legion, American Red Cross, Catholic War Veterans, Federation of Culturally Diverse Veterans, National Association of Black Veterans, Polish Legion of American Veterans, Vietnam Veterans Against the War, and Wisconsin Association of Concerned Veterans Organizations.
The information contained in the report was compiled by WDVA staff and the Council Chair from materials submitted by the representative from each organization on the Council.

The attached report is submitted in accordance with s.49.45(2)(a)21 of the Wis. Stats., which directs the Department of Health and Family Services to report annually on Wisconsin Medicaid recipient access to obstetric and pediatric services. The report outlines the variety of federal and state mandates and initiatives that have been established to encourage increased provisions of these important services by physicians and other professions and increased use of medical services by children and pregnant women who receive Medicaid.
I am pleased to advise you that for the eighth consecutive year, Wisconsin's State Plan Amendment, which assures the federal Health Care Financing Administration (HCFA) that Wisconsin Medicaid recipients have access to pediatric and obstetric care equal to that of the general population, has been approved by HCFA.
Access to pediatric and obstetric care for Medicaid recipients will continue as a focus of Departmental efforts.
