Biennially, the amounts in the schedule for grants under s. 560.615; for grants and loans under ss. 560.62, 560.625, 560.63 and 560.66; for loans grants under s. 560.16; for reimbursements under s. 560.167; for providing assistance under s. 560.06; for the grant or loan under 1997 Wisconsin Act .... The unencumbered balance in this appropriation on June 30 of each fiscal year which exceeds 10% of that fiscal year's expenditures under this appropriation, but not more than the total amount received during that fiscal year under s. 562.065 (3) (d) and (4), shall be transferred as follows:

Annually, of the moneys received under this appropriation account, an amount equal to 50% of the amount in the schedule under s. 20.435 (7) (kg) shall be transferred to the appropriation account under s. 20.435 (7) (kg).
