(2r) The department of transportation shall issue a sufficient number
23of temporary operation plates without charge to each local police department. The
24local police department shall issue a temporary operation plate without charge to a
25state resident for use on an automobile, station wagon or motor truck having a
1registered weight of 8,000 pounds or less if the state resident submits to the police
2department a complete application for registration of the vehicle, including evidence
3of any inspection under s. 110.20 when required, and for a new certificate of title for
4the vehicle, together with a check or money order made payable to the department
5of transportation for all applicable title, registration, security interest and sales tax
6moneys, for transmittal to the department of transportation by the police
7department. The department of transportation shall prescribe the manner in which
8a local police department shall keep records of temporary operation plates issued by
9the police department.

(4) Upon receipt of an application and a fee of $3, the department shall
12register a vehicle purchased
or leased in this state by a nonresident for a period not
13to exceed 30 days. The department shall determine the size, color, design, form and
14specifications of a plate issued under this subsection. The plate may be similar or
15identical to a plate issued under sub. (2). The department may issue the plates to
16dealers at a fee of $3 per plate in the manner and for the purpose provided in sub.
17(2m).

(9) Notwithstanding any other provision of this section, the department
20shall issue a temporary operation plate without charge for an automobile, station

5employer, for an employe's use submits to the department a statement once every 4
6years, as determined by the department, from a physician licensed to practice
7medicine in any state, from an advanced practice nurse licensed to practice nursing
8in any state, from a physician assistant certified to practice in any state, from a
9chiropractor licensed to practice chiropractic in any state or from a Christian Science
10practitioner residing in this state and listed in the Christian Science journal
11certifying that the employe is a person with a disability that limits or impairs the
12ability to walk, the department shall issue and deliver to such employer plates of a
13special design in lieu of the plates which ordinarily would be issued for the vehicle,
14and shall renew the plates. The plates shall be so designed as to readily apprise law
15enforcement officers of the fact that the vehicle is operated by a disabled person and
16is entitled to the parking privileges specified in s. 346.50 (2a). No charge in addition
17to the registration fee may be made for the issuance or renewal of the plates. The
18plates shall conform to the plates required in sub. (1a).

(1r) (a) If any resident of this state who is registering or has registered
21an automobile or station wagon, or a motor truck, dual purpose motor home or dual

(6r) (b) 6. An additional fee of $20 that is in addition to the fee under
7subd. 3. shall be charged for the issuance or renewal of a plate issued on an annual

10of a plate issued on a biennial basis for the special group specified under par. (f) 53.

Special group plates shall display the word "Wisconsin", the
6name of the applicable authorized special group, a symbol representing the special
7group, not exceeding one position, and identifying letters or numbers or both, not
8exceeding 6 positions and not less than one position. The department shall specify
9the design for special group plates, but the department shall consult the president
10of the university of Wisconsin system before specifying the design for the special
11group plates under par. (f) 35. to 47.
and, the secretary of natural resources before
12specifying the design for the special group plate under par. (f) 50.
and the child abuse
13and neglect prevention board before specifying the design for the special group plate
14under par. (f) 53. Special group plates under par. (f) 50. shall be as similar as possible
15to regular registration plates in color and design.

(6r) (e) The department shall specify one combination of colors for
19special group plates for groups or organizations which are not military in nature and
20not special group plates under par. (f) 35. to 47. and 50. The department, after
21consulting the president of the university of Wisconsin system, shall specify one
22combination of colors for special group plates under par. (f) 35. to 47. The department
23shall specify the word or words comprising the special group name and the symbol
24to be displayed upon special group plates for a group or organization which is not
25military in nature after consultation with the chief executive officer in this state of
1the group or organization, except that the department may not specify the word or
2words or the symbol for special group plates under par. (f) 35. to 47. unless the word
3or words or symbol is approved in writing by the president of the university of
4Wisconsin system or, with respect to endangered resources, specify the word or words
5or the symbol for special group plates under par. (f) 50. unless the word or words or
6symbol is approved in writing by the secretary of natural resources
or, with respect
7to child abuse and neglect prevention, specify any word or words other than
8"Children First" or the symbol for special group plates under par. (f) 53. unless the

10prevention board. The president may not approve the word or words or symbol for
11a university specified under par. (f) 35. to 47. unless the chancellor of the university
12approves in writing the word or words or symbol. The department shall require that
13the word or words and symbol for a university specified under par. (f) 35. to 47. be
14a registration decal or tag and affixed to the special group plate and be of the colors
15for a university specified under par. (f) 35. to 47. that the president of the university
