AB100-engrossed,458,15 (3m) The restriction under subs. (2) and (3) on the authorization of payment and the use of federal funds passing through the state treasury shall apply only to the extent that the application of the restriction does not result in the loss of any federal funds.

AB100-engrossed,458,17 (4) If an organization that receives funds specified under sub. (2) (intro.) violates sub. (3), all of the following shall apply:

AB100-engrossed,458,21 (a) The organization may not receive funds specified under sub. (2) (intro.) for 24 months after the date on which the state agency or local governmental unit last authorized payment or the date on which the organization, under a pregnancy program, project or service, last violated sub. (3), whichever is later.

AB100-engrossed,459,2 (b) The grant, subsidy or other funding under which an organization, under a pregnancy program, project or service, has used funds in violation of sub. (3), is terminated; and the organization shall return to the state agency or local governmental unit all funds that have been paid to the organization under the grant, subsidy or other funding.

AB100-engrossed,459,7 (5) If a state agency or local governmental unit authorizes payment in violation of sub. (2), the grant, subsidy or other funding under which the state agency or local governmental unit authorized payment in violation of sub. (2), is terminated; and the organization shall return to the state agency or local governmental unit funds that have been paid to the organization under the grant, subsidy or other funding.

AB100-engrossed, s. 761 Section 761. 21.19 (3) (b) of the statutes is amended to read:

AB100-engrossed,459,15 21.19 (3) (b) Notwithstanding s. 13.48 (14) (c), the department, under the authority and procedures established in par. (a), may sell and convey the Wisconsin national guard armory located at 1225 E. Henry Clay Street, Whitefish Bay, Milwaukee County. The proceeds of a sale shall be used first to pay off all bonds, all or a part of which were used to construct or purchase the property. Any moneys remaining from the sale shall be paid into the state treasury and credited to the appropriation under s. 20.465 (2) (1) (g).

(b), from the appropriation under s. 20.866 (2) (tz), the department shall expend the moneys necessary to purchase approximately 1,485 acres of land in Lincoln County that is commonly known as the Grandfather Falls Recreation Area.

AB100-engrossed, s. 766ur Section 766ur. 23.0915 (2s) of the statutes is created to read:

AB100-engrossed,467,9 23.0915 (2s) Development of abandoned rail corridor. (a) From the appropriation under s. 20.866 (2) (tz), the department may expend up to $1,750,000 to develop a state trail, to be designated the Badger Trail, that is located on the portion of an abandoned railroad corridor running between Madison and Freeport, Illinois, that is located in Dane and Green counties.

AB100-engrossed,467,15 (b) For purposes of sub. (1), moneys expended under par. (a) may be treated as moneys expended for any of the purposes specified under sub. (1) (a) to (k) or any combination of those purposes. Notwithstanding s. 23.175 (3) (a), the abandoned railroad corridor need not be under the ownership or jurisdiction of the department. Notwithstanding s. 23.175 (3) (b) 1. and 2., no matching gift, grant, bequest or land need be donated for the trail.

AB100-engrossed, s. 766v Section 766v. 23.0915 (3m) of the statutes is created to read:

AB100-engrossed,467,23 23.0915 (3m) Crex Meadows Wildlife Area education center. (a) From the moneys appropriated under s. 20.866 (2) (tz), the department shall set aside during fiscal year 1997-98 for the period of time specified in sub. (1) (n) $250,000 for a project to construct and equip a wildlife education center for Crex Meadows Wildlife Area. Expenditures under this paragraph shall be made in a manner that, for every $3 received by the department from private grants, gifts or bequests for the project, $1 will be expended from the moneys under this paragraph.

AB100-engrossed,467,25 (b) The department shall expedite the planning, design and development of the education center.

AB100-engrossed,468,2 (c) For purposes of sub. (1), moneys set aside by the department under this subsection shall be treated as moneys for general property development.
