AB100, s. 989 Section 989. 29.09 (12) (b) of the statutes, as affected by 1997 Wisconsin Act .... (this act), is repealed and recreated to read:

AB100,531,6 29.09 (12) (b) Resident armed forces fishing license. An annual fishing license shall be issued, subject to s. 29.091, by the department to any member of the U.S. armed forces applying for this license who exhibits proof that he or she is in active service with the armed forces and that he or she is a resident on furlough or leave.

AB100, s. 990 Section 990. 29.09 (12) (c) of the statutes is amended to read:

AB100,531,12 29.09 (12) (c) Resident armed forces small game hunting license. A small game hunting license shall be issued by the department or by a county clerk to any member of the U.S. armed forces applying for this license who exhibits proof that he or she is in active service with the armed forces and that he or she is a resident on furlough or leave.

AB100, s. 991 Section 991. 29.09 (12) (c) of the statutes, as affected by 1997 Wisconsin Act .... (this act), is repealed and recreated to read:

AB100,531,19 29.09 (12) (c) Resident armed forces small game hunting license. A small game hunting license shall be issued, subject to s. 29.091, by the department to any member of the U.S. armed forces applying for this license who exhibits proof that he or she is in active service with the armed forces and that he or she is a resident on furlough or leave.

AB100, s. 992 Section 992. 29.09 (12m) of the statutes is created to read:

AB100,532,2 29.09 (12m) Small game hunting licenses. (a) A person who is issuing a resident small game hunting license, a nonresident annual small game hunting license or a nonresident 5-day small game hunting license to a person who, under s. 29.226, is required to have a certificate of accomplishment issued by the department or other evidence of having completed a hunter safety course in another state shall do one of the following, if applicable:

For an applicant who presents a certificate of accomplishment issued by the department under s. 29.225 that states the applicant successfully completed only the bow hunting safety component of the hunter education and safety program, the person shall indicate on the license that the person is authorized to hunt small game only with a bow and arrow.

AB100,532,11 2. For an applicant who presents a certificate, license or other evidence showing that he or she has completed a hunter safety course in another state that is recognized by the department under s. 29.226 (2m), the person shall indicate on the license that the person is authorized to hunt small game only with a bow and arrow.

AB100,532,13 (b) Paragraph (a) 1. does not apply to certificates of accomplishment issued before the effective date of this paragraph .... [revisor inserts date].

AB100, s. 993 Section 993. 29.09 (13) of the statutes is amended to read:

AB100,532,19 29.09 (13) Stamps; artwork. The department shall may design and produce waterfowl hunting stamps, pheasant hunting stamps, wild turkey hunting stamps, inland waters trout stamps and Great Lakes trout and salmon stamps. The department may select artwork for stamps through a contest or otherwise may acquire original artwork for stamps.

AB100, s. 994 Section 994. 29.091 of the statutes is created to read:

AB100,533,2 29.091 Denial of approvals based on child support or tax delinquency. (1) Social security and identification numbers required. (a) The department shall require an applicant who is an individual to provide his or her social security number and an applicant who is not an individual to provide the applicant's federal employer identification number as a condition of applying for, or applying to renew, any of the following approvals:

AB100,533,15 13. A clamming license or permit issued under s. 29.38.

AB100,533,16 14. A private fish hatchery license issued under s. 29.52.

AB100,533,17 15. A wild rice approval issued under s. 29.544.

AB100,533,18 16. A wild ginseng harvest or dealer license issued under s. 29.547.

AB100,533,19 17. A license issued under s. 29.573.

AB100,533,20 18. A game bird or animal farm license issued under s. 29.574.

AB100,534,3 (b) The department shall require that, if an applicant has been issued an operator's license under ch. 343 or an identification card under s. 343.50, the applicant furnish his or her unique identifying driver number assigned under s. 343.17 (3) (a) 4., and display his or her operator's license or identification card, as a condition of applying for, or applying to renew, any of the following approvals:

AB100,535,10 (c) The department may request that an applicant who is an individual provide his or her social security number when applying for, or applying to renew, any of the approvals specified in par. (b). A person may choose not to provide his or her social security number.

AB100,535,13 (d) For purposes of this section, an application for a duplicate of an approval specified in par. (a) or (b) shall be considered an application for the issuance of the approval.

AB100,535,18 (2) Disclosure of numbers. (a) The department may not disclose any social security numbers received under sub. (1) to any person except to the department of industry, labor and job development for the sole purpose of administering s. 49.22 and to the department of revenue for the sole purpose of requesting certifications under s. 73.0301.

AB100,535,21 (b) The department may not disclose any federal employer identification numbers received under sub. (1) except to the department of revenue for the sole purpose of requesting certifications under s. 73.0301.

AB100,536,3 (3) Denial of approvals. (a) As provided in the memorandum of understanding required under s. 49.857 (2), the department shall deny an application to issue or renew, suspend if already issued, or otherwise withhold or restrict an approval specified in sub. (1) (a) or (b) if the applicant for or the holder of the approval is delinquent in making court-ordered payments of child or family support, maintenance, birth expenses, medical expenses or other expenses related to the support of a child or former spouse.

AB100,536,7 (b) As provided in the memorandum of understanding required under s. 49.857 (2), the department shall deny an application to issue or renew an approval specified in sub. (1) (a) if the applicant for or the holder of the approval fails to provide his or her social security number as required under sub. (1).

AB100,536,12 (c) 1. As provided in the memorandum of understanding under subd. 2., the department shall deny an application to issue or renew an approval specified in sub. (1) (b) if the applicant for or the holder of the approval fails to present his or her unique identifying driver number and display his or her operator's license or identification card as required under sub. (1).

AB100,536,20 2. The memorandum of understanding required under s. 49.857 (2) shall specify under which conditions the department shall deny an application to issue or renew an approval specified in sub. (1) (b) because the applicant for or the holder of the approval does not present his or her operator's license issued under ch. 343 or identification card issued under s. 343.50. The memorandum of understanding shall establish requirements and procedures for issuing and renewing approvals for persons who do not have operator's licenses issued under ch. 343 or identification cards issued under s. 343.50.

AB100,536,25 (d) The department shall deny an application to issue or renew, or revoke if already issued, an approval specified in sub. (1) (a) if the applicant for or the holder of the approval fails to provide the information required under sub. (1) (a) or if the department of revenue certifies under s. 73.0301 that the applicant or approval holder is liable for delinquent taxes.

AB100, s. 995 Section 995. 29.092 (2) (n) of the statutes is amended to read:

AB100,537,5 29.092 (2) (n) (title) Hunter education and firearm safety course; instruction fee; certificate of accomplishment. The instruction fee for the hunter education and firearm safety course provided in s. 29.225 is $3. There is no fee for the original issuance of a certificate of accomplishment if the instruction fee is paid.

AB100, s. 996 Section 996. 29.092 (3r) (b) of the statutes is amended to read:

AB100,537,8 29.092 (3r) (b) All moneys collected under par. (a) shall be deposited into the account under s. 20.370 (1) (is) (3) (is).

AB100, s. 997 Section 997. 29.092 (13) (f) of the statutes is amended to read:

AB100,537,12 29.092 (13) (f) Duplicate hunter certificate of accomplishment. The fee for a duplicate hunter education and firearm safety course certificate of accomplishment issued under s. 29.225 (4) (b) is $2.

AB100, s. 998 Section 998. 29.092 (13m) (a) of the statutes is amended to read:

AB100,537,18 29.092 (13m) (a) The processing fee for an application for a hunter's choice deer hunting permit, a bonus deer hunting permit, a wild turkey hunting license, a Canada goose hunting permit, a sharp-tailed grouse hunting permit, a bobcat hunting and trapping permit, an otter trapping permit or , a fisher trapping permit or a sturgeon fishing permit is $2.75.

AB100, s. 999 Section 999. 29.092 (16) of the statutes is amended to read:

AB100,537,23 29.092 (16) Fees held in trust. All fees collected under this section for approvals issued under this chapter that are required to be remitted to the department shall be held in trust for the state. Any person who collects, possesses or manages fees for approvals acts in a fiduciary capacity for the state.

AB100, s. 1000 Section 1000. 29.093 (2) (f) of the statutes is amended to read:

AB100,538,4 29.093 (2) (f) Certificate of accomplishment. Except as provided under s. 29.227 (1) (d), a certificate of accomplishment issued under s. 29.225 is valid for the hunting of small game in place of a resident small game hunting license from the date of issuance until March 31 of the following year.
