AB100, s. 992 20Section 992. 29.09 (12m) of the statutes is created to read:
AB100,532,221 29.09 (12m) Small game hunting licenses. (a) A person who is issuing a
22resident small game hunting license, a nonresident annual small game hunting
23license or a nonresident 5-day small game hunting license to a person who, under
24s. 29.226, is required to have a certificate of accomplishment issued by the

1department or other evidence of having completed a hunter safety course in another
2state shall do one of the following, if applicable:
AB100,532,73 1. For an applicant who presents a certificate of accomplishment issued by the
4department under s. 29.225 that states the applicant successfully completed only the
5bow hunting safety component of the hunter education and safety program, the
6person shall indicate on the license that the person is authorized to hunt small game
7only with a bow and arrow.
AB100,532,118 2. For an applicant who presents a certificate, license or other evidence showing
9that he or she has completed a hunter safety course in another state that is
10recognized by the department under s. 29.226 (2m), the person shall indicate on the
11license that the person is authorized to hunt small game only with a bow and arrow.
AB100,532,1312 (b) Paragraph (a) 1. does not apply to certificates of accomplishment issued

AB100, s. 993 14Section 993. 29.09 (13) of the statutes is amended to read:
AB100,532,1915 29.09 (13) Stamps; artwork. The department shall may design and produce
16waterfowl hunting stamps, pheasant hunting stamps, wild turkey hunting stamps,
17inland waters trout stamps and Great Lakes trout and salmon stamps. The
18department may select artwork for stamps through a contest or otherwise may
19acquire original artwork for stamps.

AB100,535,107 (c) The department may request that an applicant who is an individual provide
8his or her social security number when applying for, or applying to renew, any of the
9approvals specified in par. (b). A person may choose not to provide his or her social
10security number.
AB100,535,1311 (d) For purposes of this section, an application for a duplicate of an approval
12specified in par. (a) or (b) shall be considered an application for the issuance of the
13approval.
AB100,535,18 14(2) Disclosure of numbers. (a) The department may not disclose any social
15security numbers received under sub. (1) to any person except to the department of
16industry, labor and job development for the sole purpose of administering s. 49.22
17and to the department of revenue for the sole purpose of requesting certifications
18under s. 73.0301.
AB100,535,2119 (b) The department may not disclose any federal employer identification
20numbers received under sub. (1) except to the department of revenue for the sole
21purpose of requesting certifications under s. 73.0301.
AB100,536,3 22(3) Denial of approvals. (a) As provided in the memorandum of understanding
23required under s. 49.857 (2), the department shall deny an application to issue or
24renew, suspend if already issued, or otherwise withhold or restrict an approval
25specified in sub. (1) (a) or (b) if the applicant for or the holder of the approval is

1delinquent in making court-ordered payments of child or family support,
2maintenance, birth expenses, medical expenses or other expenses related to the
3support of a child or former spouse.
AB100,536,74 (b) As provided in the memorandum of understanding required under s. 49.857
5(2), the department shall deny an application to issue or renew an approval specified
6in sub. (1) (a) if the applicant for or the holder of the approval fails to provide his or
7her social security number as required under sub. (1).

9department shall deny an application to issue or renew an approval specified in sub.
10(1) (b) if the applicant for or the holder of the approval fails to present his or her

AB100,536,2013 2. The memorandum of understanding required under s. 49.857 (2) shall
14specify under which conditions the department shall deny an application to issue or
15renew an approval specified in sub. (1) (b) because the applicant for or the holder of
16the approval does not present his or her operator's license issued under ch. 343 or
17identification card issued under s. 343.50. The memorandum of understanding shall
18establish requirements and procedures for issuing and renewing approvals for
19persons who do not have operator's licenses issued under ch. 343 or identification
20cards issued under s. 343.50.
AB100,536,2521 (d) The department shall deny an application to issue or renew, or revoke if
22already issued, an approval specified in sub. (1) (a) if the applicant for or the holder
23of the approval fails to provide the information required under sub. (1) (a) or if the
24department of revenue certifies under s. 73.0301 that the applicant or approval
25holder is liable for delinquent taxes.

1Section 995. 29.092 (2) (n) of the statutes is amended to read:

3certificate of accomplishment.
The instruction fee for the hunter education and
4firearm safety course provided in s. 29.225 is $3. There is no fee for the original
5issuance of a certificate of accomplishment if the instruction fee is paid.

AB100,537,1814 29.092 (13m) (a) The processing fee for an application for a hunter's choice deer
15hunting permit, a bonus deer hunting permit, a wild turkey hunting license, a
16Canada goose hunting permit, a sharp-tailed grouse hunting permit, a bobcat
17hunting and trapping permit, an otter trapping permit or , a fisher trapping permit
18or a sturgeon fishing permit is $2.75.
AB100, s. 999 19Section 999. 29.092 (16) of the statutes is amended to read:
AB100,537,2320 29.092 (16) Fees held in trust. All fees collected under this section for
21approvals issued under this chapter that are required to be remitted to the
22department
shall be held in trust for the state. Any person who collects, possesses
23or manages fees for approvals acts in a fiduciary capacity for the state.
AB100, s. 1000 24Section 1000. 29.093 (2) (f) of the statutes is amended to read:

129.093 (2) (f) Certificate of accomplishment. Except as provided under s. 29.227
2(1) (d), a certificate of accomplishment issued under s. 29.225 is valid for the hunting
3of small game in place of a resident small game hunting license from the date of
