5(1) (a) No person
who is elected to state or local office
who becomes a candidate
6for national, state or local office may use public funds for the cost of materials or
7distribution for 50 or more pieces of substantially identical material distributed after
8the earlier of the following dates:

a person who becomes a candidate
who is nominated for a
10national, state or local office for which nomination is by nomination papers, the first
11day authorized by law for circulation of nomination papers as a candidate
for that

2office and who is nominated
for that office at a primary election by write-in votes,
3the day the board of canvassers issues its determination that the person is
