SECTION 222. 20.144 (1) (g) of the statutes is amended to read:
20.144 (1) (g) General program operations. The amounts in the schedule for the general program operations of the department of financial institutions. Except as provided in pars. (a), (h), (i) and (u), all moneys received by the department, other than by the office of credit unions, the division of banking and the division of savings and loan institutions, and 88% of all moneys received by the department's division of banking and the department's division of savings and loan institutions shall be credited to this appropriation, but any balance at the close of a fiscal year exceeding 10% of the previous fiscal year's expenditures under this appropriation shall lapse to the general fund. Annually, $200,000 of the amounts received under this appropriation account shall be transferred to the appropriation account under s. 20.575 (1) (g).
SECTION 223. 20.145 (1) (c) of the statutes is created to read:
20.145 (1) (c) Grant for small employer health insurance purchasing pools. The amounts in the schedule for the grant under 1999 Wisconsin Act .... (this act), section 9126 (1).
SECTION 224. 20.145 (1) (c) of the statutes, as created by 1999 Wisconsin Act .... (this act), is repealed.
SECTION 225. 20.155 (1) (Lb) of the statutes is amended to read:

SECTION 226. 20.155 (1) (Lm) of the statutes is created to read:
20.155 (1) (Lm) Consumer education and awareness. All moneys received from gifts, grants, orders, judgments and settlements for consumer education and awareness to carry out the purpose for which received.
SECTION 227. 20.215 (1) (km) of the statutes is created to read:
20.215 (1) (km) State aid for the arts; Indian gaming receipts. The amounts in the schedule for grants-in-aid or contract payments to American Indian groups, individuals, organizations and institutions under s. 44.53 (1) (fm) and (2) (am). All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 4b. shall be credited to this appropriation account.

SECTION 253. 20.255 (2) (ac) of the statutes is amended to read:

VI of ch. 121 equal to $3,318,488,800 in the 1997-98 fiscal year, equal to $3,460,133,800 in the 1998-99 fiscal year and equal to the amount determined by the joint committee on finance under s. 121.15 (3m) (c) in each fiscal year thereafter, less the amount appropriated under par. (bi) and less the amounts paid under ss. 118.40 (2r) (e) and 119.23 (4).
SECTION 254. 20.255 (2) (b) of the statutes is amended to read:

SECTION 255. 20.255 (2) (c) of the statutes is created to read:

20.255 (2) (ec) Aid to Milwaukee public schools; general purpose revenue. The amounts in the schedule to correct the academic deficiencies of educationally and economically disadvantaged pupils and to achieve a more effective and responsive educational program in for aid to the school district operating under ch. 119. In the 1993-94 fiscal year and in each fiscal year thereafter, the amount in the schedule shall under ss. 119.74 and 119.78, to be distributed according to the spending plan under s. 119.80. The department of public instruction may not distribute any funds in the appropriation under this paragraph in the 1993-94 fiscal year or in any fiscal year thereafter until the spending plan for that fiscal year has been approved under s. 119.80.
