The department may authorize an instructor under either program to retain 50% determine the portion of this fee, which may not exceed 50%, that the instructor may retain to defray expenses incurred by the instructor in conducting the course. The instructor shall remit the remaining portion remainder of the fee or, if nothing is retained, the entire fee to the department.

SECTION 783. 29.615 of the statutes is created to read:

29.615 Rehabilitation of wild animals. The department by rule may regulate the rehabilitation of wild animals by persons not employed by the department. The rules may include a system for issuing approvals to rehabilitators and requirements for rehabilitators who apply for and who hold the approvals.
