To the Honorable, the Assembly:
Pursuant to s. 46.76(4), The Department of Health and Family Services is required to develop an annual plan that documents areas of hunger and populations experiencing hunger within this state and recommends strategies and state and federal policy changes to address hunger in these areas. The statute further indicates that this plan be submitted by December 31, annually to the Governor, Superintendent of Public Instruction and the appropriate standing committees under s. 13.172(3).
The enclosed Hunger Prevention Plan Update for 1998 is being submitted to you in accordance with this requirement. This plan update should be considered an addendum to the Wisconsin Board on Hunger's April 1997-1998 report (also enclosed) that provided a comprehensive and thorough review of key trends and strategies on the impact of hunger in the state of Wisconsin.

To the Honorable, the Assembly:
The department is pleased to submit an abbreviated 1998 Annual Report on the Status of Bilingual-Bicultural Education programs, as required under s. 115.96, Wisconsin Statutes. The abbreviated report is necessary at this time because we are in the process of moving to an electronic collection of all limited-English speaking (LES) related data. Staff are working on the data base and reporting formats that will allow us to provide the complete report to you in the very near future. We expect to submit the complete 1998 Annual Report no later than February 15, 1999.
The enclosed abbreviated report provides a list of the 38 state-aided bilingual-bicultural/ESL education programs during the 1998 fiscal year (July 1, 1997, through June 30, 1998) qualifying for reimbursement, their approved costs for bilingual/ESL instructional services rendered, and the amounts they were actually reimbursed.
The complete annual report includes details on: the state's administration and funding of bilingual education in Wisconsin and factors contributing to program expansion; the continuously lower annual reimbursement rates for school districts; the number of pupils served from minority languages, the locations of the state-aided programs during the 1998 fiscal year (July1, 1997, through June 30, 1998), and staff-related data.
