The Senate met.
The Senate was called to order by Senator Fred Risser.
The roll was called and the following Senators answered to their names:

The Senate stood for a moment of silent meditation.
The Senate remained standing and Senator Clausing led the Senate in the pledge of allegiance to the flag of the United States of America.
The Chair, with unanimous consent, introduced our honored guests a delegation from the Palestinian Legislative Council.
The Council was created a little over 3 years ago as part of the Oslo Agreement.
The United States Agency for International Development is sponsoring a program to increase the capacity of the Legislative Council and provide for procedures to create and maintain a record of activity.
With us today at the Clerk's desk observing our session and procedures are the Honorable Hussam Khader, a member of the Council and Mr. Nabil Isifan, Chief Clerk of the Council.
