I believe that it is important to keep Wisconsin roadways safe by limiting the occurrence of OWI incidents. Senate Bill 125 launches innovative prevention programs and gives law enforcement the tools to enforce stricter OWI standards.

Relating to the Creation of the South Central Wisconsin Regional Planning Commission Study Committee
WHEREAS, South Central Wisconsin is facing increased demands to develop available land; and
WHEREAS, it is important that the local governments in South Central Wisconsin understand whether coordinated regional planning is practicable and desirable; and
WHEREAS, the interim Dane County Regional Planning Commission will dissolve on October 1, 2002; and
WHEREAS, section 9121 of 1999 Wisconsin Act 9 requires the creation of a task force to study and make recommendations regarding a multi-county regional planning commission to replace the Dane County Regional Planning Commission after its dissolution;
NOW, THEREFORE, I, TOMMY G. THOMPSON, Governor of the State of Wisconsin, by the authority vested in me by the Constitution and the laws of this State, and specifically by Section 14.019 of the Wisconsin Statutes and section 9121 of 1999 Wisconsin Act 9, do hereby:
1. Create the South Central Wisconsin Regional Planning Commission Study Committee (hereinafter, "Study Committee"); and
2. Provide that the Study Committee shall be composed of fifteen (15( members, appointed by the Governor to serve at the pleasure of the Governor; and
S613 3. Provide that the Governor shall designate one (1) member on the Study Committee as its chair to serve in that capacity at the pleasure of the Governor; and
4. Provide that the Study Committee shall have the following purpose and mission:
a. Assess the land-use challenges facing South Central Wisconsin; and
b. Assess the merits of creating a multi-county South Central Wisconsin Regional Planning Commission; and
c. Make recommendation to the Governor regarding the creation of a multi-county South Central Wisconsin Regional Planning Commission; and
5. Require the Study Committee to submit to the Governor a final report on its findings and recommendations by July 1, 2002; and
6. Direct the Secretaries of the Departments of Administration, Transportation, and Natural Resources to provide the Study Committee with administrative and support services and with such sums of money as are necessary for travel and operating expenses in accordance with section 20.505(3)(a) of the Wisconsin Statutes; and
7. Require the Study Committee to disband once the Governor has accepted its final report.
