1An Act to create 20.235 (1) (fz) and 39.415 of the statutes;
relating to: creating
2an International Baccalaureate Diploma grant program, granting
3rule-making authority and making an appropriation.

This bill creates a grant program, administered by the higher educational aids
board (HEAB), for high school students who received an International Baccalaureate
Diploma (awarded to graduating high school seniors who have fulfilled requirements
of various national education systems). A student who has earned the diploma is
eligible to receive an annual grant in the amount of $250 from HEAB and a matching
grant from a participating University of Wisconsin System institution, a technical
college or a private institution of higher education located in Wisconsin if the student
is enrolled full time at the institution, maintains at least a 3.0 grade point average
and makes satisfactory progress towards an associate or a bachelor's degree.

439.415 International Baccalaureate Diploma grant program. (1) A
5student is eligible for a grant under this section if all of the following are true:

(a) The student received an International Baccalaureate Diploma when he or
7she graduated from high school.

(b) By September 30 of the academic year immediately following the school year
9in which the student received the diploma under par. (a), the student enrolled full
10time at an institution participating in the program under this section.

(c) The student remains enrolled at a participating institution and maintains
12at least a 3.0 grade point average, or the equivalent as determined by that
13institution.

(d) The student makes satisfactory progress towards an associate or a
15bachelor's degree, as determined by the board.

16(2) (a) Each institution of the University of Wisconsin System, each district
17school of the technical college system and each private institution of higher education
18located in this state that wishes to participate in the grant program under this
19section shall notify the board by October 1 before the academic year in which the
20institution wishes to participate. If an institution that has notified the board under
21this paragraph no longer wishes to participate in the grant program, the institution
22shall notify the board of this fact in writing by October 1 before the academic year
23in which the institution will no longer participate.

(b) A participating institution shall award a matching grant of $250 to each
25student who receives a grant under sub. (3). An institution of the University of
1Wisconsin System may award a matching grant under this paragraph by a waiver
2of academic fees established under s. 36.27.

3(3) From the appropriation under s. 20.235 (1) (fz), annually the board shall
4award each eligible student under sub. (1) a grant of $250. An eligible student who
5is enrolled in a participating institution of the University of Wisconsin System or a
6participating private institution of higher education may receive a grant under this
7section for no more than 4 academic years. An eligible student who is enrolled in a
8participating district school of the technical college system may receive a grant under
9this section for no more than 3 academic years.

10(4) Neither the board nor a participating institution may supplant any other
11grant for which a student may be eligible with a grant under this section.

12(5) The board shall promulgate rules to implement and administer this section.
