Notwithstanding section 990.001 (11) of the statutes, if a court finds that all or any portion of the statutes listed in paragraph (a) or all or any portion of the treatments listed in paragraph (b) is unconstitutional, then all of the statutes listed in paragraph (a) and all of the treatments listed in paragraph (b) are void in their entirety:
