SB55-ASA1,1342,8 20(2c) Automated fingerprint identification system grant. The department of
21justice may award automated fingerprint identification system grants to local law
22enforcement agencies in fiscal year 2001-02 from the appropriation under section
2320.455 (2) (kh) of the statutes, as created by this act. Local law enforcement agencies
24may use funds awarded under this subsection only for the purchase of automated
25fingerprint identification system work stations or to cover the cost of installing

1Badgernet lines for work stations. Each local law enforcement agency that receives
2a grant under this subsection shall enter into an agreement with the department of
3justice regarding the duties and obligations of the agency and of the department with
4respect to use of automated fingerprint identification system work stations and
5regarding use of, and access to, the state automated fingerprint identification system
6and to other criminal records databases. The department of justice shall establish
7grant eligibility standards and procedures for administering the grant program
8under this subsection.
SB55-ASA1, s. 9132 9Section 9132. Nonstatutory provisions; legislature.
SB55-ASA1,1342,16 10(2ak) Procurement services audit. The joint legislative audit committee is
11requested to direct the legislative audit bureau to conduct a performance evaluation
12audit of the procurement services provided by the department of administration to
13state agencies, which includes evaluating the accuracy of assessments imposed
14under section 16.71 (6) of the statutes, as created by this act. If the legislative audit
15bureau performs the audit, it shall file its report as described in section 13.94 (1) (b)
16of the statutes by January 1, 2004.
SB55-ASA1,1342,24 17(2x) Study of impacts of groundwater usage. The joint legislative council is
18requested to conduct a study of the need to modify this state's laws to address the
19impacts of groundwater usage. If the joint legislative council conducts the study, it
20shall include on the study committee members that have interests in agriculture,
21surface water usage, business, and relevant science, including experts from the U.S.
22geological survey, the Wisconsin geological and natural history survey, and the
23Central Wisconsin Groundwater Center at the University of Wisconsin-Stevens
24Point.

1(3v) Evaluation of credentialing fees. The joint legislative audit committee
2is requested to, and may, direct the legislative audit bureau to evaluate the
3methodologies used by the department of regulation and licensing for recalculating
4administrative and enforcement costs under section 440.03 (9) (a) of the statutes and
5recommending changes to fees for issuing and renewing credentials under section
6440.03 (9) (b) of the statutes. An evaluation under this subsection shall determine
7whether the methodologies are adequately documented and administered in a
8straightforward manner, whether they represent the actual costs associated with the
9department's regulation of credential holders, and whether they provide sufficient
10revenues to support the department's operations. If the committee directs the
11legislative audit bureau to perform an evaluation under this subsection, the bureau
12shall, no later than June 30, 2002, file its report as described in section 13.94 (1) (b)
13of the statutes.
SB55-ASA1,1343,23 14(3w) Audit of the estate recovery program. The joint legislative audit
15committee is requested to direct the legislative audit bureau to perform a financial
16and performance evaluation audit of the estate recovery program in the department
17of health and family services. The audit shall include information on the amount of
18moneys recovered from nursing homes, for personal care and home health services,
19and under the community options program, the medical assistance program, and the
20community-based waiver programs, and shall specify the amount of moneys
21recovered by the size of estate. If the committee directs the legislative audit bureau
22to perform an audit, the bureau shall file its report as described under section 13.94
23(1) (b) of the statutes.
SB55-ASA1,1344,5 24(3x) Wisconsin advanced telecommunications foundation funds. If the
25secretary of administration notifies the cochairpersons of the joint committee on

1finance under Section 9101 (10) (a) (intro.) of this act that the Wisconsin Advanced
2Telecommunications Foundation has made a grant to the state in an amount less
3than $13,465,100, the joint committee on finance shall determine the purposes for
4which the grant may be expended pursuant to section 13.101 (3) of the statutes or
5pursuant to section 13.101 (4) of the statutes, as affected by this act.
SB55-ASA1,1344,11 6(3z) Qualified interpreter definition study. The joint legislative council is
7requested to study a potential definition of "qualified interpreter", for the purpose
8of appointments in court proceedings and contested administrative case
9proceedings. If the joint legislative council conducts the study, it shall report its
10findings and conclusions to the legislature in the manner provided under section
1113.172 (2) of the statutes.

18department of natural resources shall identify any award made under section 292.65
19of the statutes using the deductible under section 292.65 (8) (e) 3., 1999 stats., and
20recalculate the award using the deductible under section 292.65 (8) (e) of the
21statutes, as affected by this act. Before July 1, 2002, the department shall pay to the
22recipient the difference between the amount of the original award and the amount
23as recalculated under this subsection.

1(1x) Applicability of high-capacity well requirements. The treatment of
2section 281.17 (1) (c) of the statutes applies to an approval issued by the department
3of natural resources under section 281.17 of the statutes on or after September 1,
42000. The department of natural resources shall modify an approval issued by the
5department of natural resources under section 281.17 of the statutes on or after
6September 1, 2000, in order to incorporate into the approval the condition required
7under section 281.17 (1) (c) 1. of the statutes, as created by this act.
SB55-ASA1,1345,11 8(2) Fox River Navigational System Authority; initial terms. Notwithstanding
9the length of terms of the members of the board of directors of the authority specified
10in section 237.02 (1) (a) of the statutes, as created by this act, the initial members
11shall be appointed for the following terms:

SB55-ASA1,1345,1313 (b) Three members for a term that expires on July 1, 2005.
SB55-ASA1,1345,19 14(4k) Wastewater and drinking water grant. During the 2001-03 fiscal
15biennium, the department of natural resources shall provide a grant from the
16appropriation under section 20.370 (6) (bk) of the statutes, as created by this act, to
17the Town of Swiss, Burnett County, and the St. Croix Band of Chippewa for design,
18engineering, and construction of wastewater and drinking water treatment
19facilities.
SB55-ASA1,1345,24 20(4x) Recreational fishing pier. From the appropriation under section 20.370
21(5) (cq) of the statutes, as affected by this act, the department of natural resources
22shall provide $80,000 in fiscal year 2001-02 to the village of Whiting in Portage
23County for the construction of a recreational fishing pier on the Plover River that is
24accessible to persons with disabilities.

1(a) The department of natural resources shall prepare a report that does all of
2the following:
SB55-ASA1,1346,5 31. Explains the department's rationale for the manner in which the department
4distributes the obligation to pay for the department's administrative costs among the
5department's programs and revenue sources.
SB55-ASA1,1346,9 62. Presents arguments to support the position that the distribution specified
7in subdivision 1. is equitable in spite of the fact that some of the revenues collected
8by the department from approval, user, registration, and similar fees are not
9expended for programs that relate to the purposes for which the fees were paid.
SB55-ASA1,1346,11 103. Presents alternatives to the distribution specified in subdivision 1. that the
11department believes may result in a more equitable distribution.
SB55-ASA1,1346,13 12(b) The department of natural resources shall submit the report prepared
13under paragraph (a) to the joint committee on finance no later than March 1, 2002.
SB55-ASA1,1346,21 14(4z) Report on concessions in state parks. The department of natural
15resources shall undertake an analysis of the operation and profitability of concession
16operations in the state parks as those operations exist on the effective date of this
17subsection and shall investigate the option of providing these concession operations
18by contracting with the private sector. The department shall prepare a report
19consisting of the results of the department's analysis and investigation and shall
20submit the report to the governor and to the joint committee on finance no later than
21October 1, 2002.
SB55-ASA1,1347,2 22(5e) Wausau Whitewater Course. From the appropriation under section
2320.370 (5) (cq) of the statutes, as affected by this act, the department of natural
24resources shall provide $50,000 in fiscal year 2001-02 to an organization that is
25known as the Wausau Kayak/Canoe Corporation to upgrade that part of the

1Wisconsin River in the city of Wausau that is known as the Wausau Whitewater
2Course.
SB55-ASA1,1347,3 3(5mk) Great Lakes Forestry Museum.
SB55-ASA1,1347,11 4(a) In the 2001-03 fiscal biennium, the department of natural resources shall
5award a grant in an amount not to exceed $300,000 to an organization known as the
6Great Lakes Forestry Museum to develop a facility in the city of Rice Lake for
7educating the public about the history of forestry and logging in this state. The
8amount of the grant shall be equal to the amount of contributions toward the project
9from funding sources other than this state. The department of natural resources
10shall award the grant from the appropriation under section 20.370 (5) (aw) of the
11statutes, as affected by this act.
SB55-ASA1,1347,1412 (b) Within 6 months after spending the full amount of the grant under
13paragraph (a), the organization shall submit to the department of natural resources
14a report detailing how the grant proceeds were used.
SB55-ASA1,1347,18 15(5x) Urban forestry grant for Milwaukee. From the appropriation under
16section 20.370 (5) (bw) of the statutes, as affected by this act, the department of
17natural resources shall provide $50,000 in fiscal year 2001-02 and $50,000 in fiscal
18year 2002-03 to the city of Milwaukee for a tree planting demonstration project.
SB55-ASA1,1347,22 19(5y) Urban forestry grant for Racine. From the appropriation under section
2020.370 (5) (bw) of the statutes, as affected by this act, the department of natural
21resources shall provide $15,000 in fiscal year 2001-02 and $15,000 in fiscal year
222002-03 to the city of Racine for a tree planting demonstration project.
SB55-ASA1,1348,2 23(5z) Wisconsin Conservation Hall of Fame. From the appropriation under
24section 20.370 (5) (ak) of the statutes, as created by this act, the department of
25natural resources shall provide, in fiscal year 2001-02, a total of $10,000 to the

2Conservation Hall of Fame.
SB55-ASA1,1348,7 3(6f) Study on wild cranes. From the appropriation under section 20.370 (1)
4(kk) of the statutes, as created by this act, the department of natural resources shall
5provide in fiscal year 2001-02 a total of $30,000 and in fiscal year 2002-03 a total
6of $30,000 to the University of Wisconsin System and the International Crane
7Foundation jointly for a study of crop damage caused in this state by cranes.
SB55-ASA1,1348,19 8(6g) Root River dredging project. From the appropriation under section
920.370 (5) (cq) of the statutes, as affected by this act, and before applying the
10percentages under section 30.92 (4) (b) 6. of the statutes, the department of natural
11resources shall provide to the city of Racine the amount necessary for the dredging
12of the Root River from the city of Racine to Lake Michigan, in an amount not to exceed
13$104,000. The city of Racine need not contribute any moneys to match the amount
14provided from the appropriation under section 20.370 (5) (cq) of the statutes, as
15affected by this act. Notwithstanding section 30.92 (4) (b) 7. or 8. a. of the statutes,
16as affected by this act, the dredging project specified under this subsection qualifies
17as a recreational boating project for the purpose of providing moneys under this
18subsection. This project need not be placed on the priority list under section 30.92
19(3) (a) of the statutes. This subsection does not apply after June 30, 2003.
SB55-ASA1,1349,6 20(7f) Oconto River dredging project. From the appropriation under section
2120.370 (5) (cq) of the statutes, as affected by this act, and before applying the
22percentages under section 30.92 (4) (b) 6. of the statutes, the department of natural
23resources shall provide to the city of Oconto the amount that is necessary for the
24dredging of a portion of the Oconto River, in an amount not to exceed $386,000. The
25city of Oconto need not contribute any moneys to match the amount provided from

1the appropriation under section 20.370 (5) (cq) of the statutes, as affected by this act.
2Notwithstanding section 30.92 (4) (b) 7. or 8. a. of the statutes, as affected by this act,
3the dredging project specified under this subsection qualifies as a recreational
4boating project for the purpose of providing moneys under this subsection. This
5project need not be placed on the priority list under section 30.92 (3) (a) of the
6statutes. This subsection does not apply after June 30, 2003.
SB55-ASA1, s. 9138 7Section 9138. Nonstatutory provisions; personnel commission.
SB55-ASA1, s. 9139 8Section 9139. Nonstatutory provisions; public defender board.
SB55-ASA1,1350,2 9(1) Misdemeanor offender diversion program. The public defender board, in
10consultation with the director of state courts and the Wisconsin District Attorneys
11Association, shall develop alternative charging and sentencing options for
12misdemeanor crimes in order to divert misdemeanor offenders from imprisonment,
13and shall submit a proposal describing the recommended options to the secretary of
14administration by July 1, 2002. The proposal shall address, among other topics,
15alternative charging and sentencing options for nonviolent crimes against property.
16If the secretary of administration approves the proposal, he or she shall submit the
17proposal to the joint committee on finance. If the cochairpersons of the committee
18do not notify the secretary of administration within 14 working days after the date
19of his or her submittal that the committee has scheduled a meeting for the purpose
20of reviewing the proposal, the public defender board and the director of state courts,
21in conjunction with the Wisconsin District Attorneys Association, shall implement
22the portions of the proposal that are permitted under state statutes or rules. If,
23within 14 working days after the date of the secretary's submittal, the cochairpersons
24of the committee notify the secretary that the committee has scheduled a meeting for

1the purpose of reviewing the proposal, the proposal may be implemented only upon
2approval of the committee.
SB55-ASA1,1350,9 3(2q) Quarterly savings report. At the end of each quarter in fiscal years
42001-02 and 2002-03, the public defender board shall submit to the cochairpersons
5of the joint committee on finance a report of the amount of savings recognized by the
6public defender board during the previous 3 months. The public defender board shall
7request additional funding from the joint committee on finance in accordance with
8the method provided under section 13.10 of the statutes, if a shortfall occurs in any
9appropriation to the public defender board.
SB55-ASA1, s. 9140 10Section 9140. Nonstatutory provisions; public instruction.
SB55-ASA1,1350,11 11(6c) Plan for distribution of federal aid.
SB55-ASA1,1350,1912 (a) The state superintendent of public instruction shall develop a plan for
13federal aids received for the 2001-02 federal fiscal year and a plan for federal aids
14received for the 2002-03 federal fiscal year, for which the state superintendent acts
15as the agent of receipt and disbursement, that consider the funding needs of school
16districts, the Wisconsin School for the Deaf, the Wisconsin Center for the Blind and
17Visually Impaired, and cooperative educational service agencies and that distribute
18to these educational agencies and schools the maximum amount of federal aid
19authorized by federal law.
SB55-ASA1,1351,1020 (b) The state superintendent of public instruction shall submit the plan under
21paragraph (a) for federal aids received for the 2001-02 federal fiscal year to the joint
22committee on finance by October 31, 2001, or within 30 days after enactment of
23federal legislation authorizing the disbursement of the federal aid, whichever is
24later, and shall submit the plan under paragraph (a) for federal aids received for the
252002-03 federal fiscal year to the joint committee on finance by October 31, 2002, or

1within 30 days after enactment of federal legislation authorizing the disbursement
2of the federal aid, whichever is later. If the cochairpersons of the committee do not
3notify the state superintendent of public instruction that the committee has
4scheduled a meeting to review the plan within 14 working days after submission, the
5state superintendent shall distribute the federal aid as proposed in the plan. If,
6within 14 working days after the date of submission, the cochairpersons of the
7committee notify the state superintendent that the committee has scheduled a
8meeting to review the plan, the state superintendent may not distribute the federal
9aid until the committee approves a plan. Upon approval of a plan, the state
10superintendent shall distribute the federal aid as provided in the approved plan.
SB55-ASA1,1351,14 11(6mk) Expenditure of federal funds. The department of public instruction
12shall expend $100,000 from the appropriation under section 20.255 (3) (mm) of the
13statutes before July 1, 2002, for the purposes of the grant program under section
1444.74 of the statutes, as created by this act.

SB55-ASA1,1351,18 17(1) Transitional provisions; water and sewer service to manufactured home
18parks.
On the effective date of this subsection, each of the following applies:
SB55-ASA1,1351,2219 (a) Assets and liabilities. The assets and liabilities of the public service
20commission primarily related to the regulation of water and sewer service provided
21to manufactured home parks, as determined by the secretary of administration, shall
22become the assets and liabilities of the department of commerce.
SB55-ASA1,1352,223 (b) Tangible personal property. All tangible personal property, including
24records, of the public service commission primarily related to the regulation of water

1and sewer service provided to manufactured home parks, as determined by the
2secretary of administration, is transferred to the department of commerce.
SB55-ASA1,1352,93 (c) Contracts. All contracts entered into by the public service commission in
4effect on the effective date of this paragraph that are primarily related to the
5regulation of water and sewer service provided to manufactured home parks, as
6determined by the secretary of administration, remain in effect and are transferred
7to the department of commerce. The department of commerce shall carry out any
8obligations under such a contract until the contract is modified or rescinded by the
9department of commerce to the extent allowed under the contract.
SB55-ASA1,1352,1910 (d) Rules and orders. All rules promulgated by the public service commission
11that are in effect on the effective date of this paragraph and that are primarily related
12to the regulation of water and sewer service provided to manufactured home parks,
13as determined by the secretary of administration, remain in effect until their
14specified expiration date or until amended or repealed by the department of
15commerce. All orders issued by the public service commission that are in effect on
16the effective date of this paragraph and that are primarily related to the regulation
17of water and sewer service provided to manufactured home parks, as determined by
18the secretary of administration, remain in effect until their specified expiration date
19or until modified or rescinded by the department of commerce.
SB55-ASA1,1353,220 (e) Pending matters. Any matter pending with the public service commission
21on the effective date of this paragraph and that is primarily related to the regulation
22of water and sewer service provided to manufactured home parks, as determined by
23the secretary of administration, is transferred to the department of commerce and
24all materials submitted to or actions taken by the public service commission with

1respect to the pending matter are considered as having been submitted to or taken
2by the department of commerce.
SB55-ASA1,1353,7 3(2z) Distributed generation rules. The public service commission shall
4submit in proposed form the rules required under section 196.191 (2) and (3) of the
5statutes, as created by this act, to the legislative council staff under section 227.15
6(1) of the statutes no later than the first day of the 6th month beginning after the
7effective date of this subsection.

SB55-ASA1,1353,9 9(3c) Form for eye examinations.
SB55-ASA1,1353,15 10(a) By January 1, 2002, the medical examining board and the optometry
11examining board shall jointly develop a form to be used for eye examinations under
12section 118.135 of the statutes, as created by this act. The form shall provide a place
13for the examining physician or optometrist to indicate which of the required
14elements of the examination were performed and whether follow-up care is
15recommended.
SB55-ASA1,1353,18 16(b) By May 31, 2002, the department of regulation and licensing shall
17distribute the form to school districts and charter schools as provided under section
18440.03 (16) of the statutes, as created by this act.
SB55-ASA1, s. 9144 19Section 9144. Nonstatutory provisions; revenue.
SB55-ASA1,1353,25 20(1) Income apportionment for financial organizations; rules. The
21department of revenue shall submit in proposed form rules related to the
22apportionment of the income of financial organizations under sections 71.04 (4) (e)
23and 71.25 (6) (e) of the statutes, as created by this act, to the legislative council staff
24under section 227.15 (1) of the statutes no later than the first day of the 4th month
25beginning after the effective date of this subsection.

1(2e) Shared revenue population adjustment.
SB55-ASA1,1354,72 (a) Notwithstanding section 79.005 (2) of the statutes, the population used for
3purposes of determining 2001 shared revenue payments under section 79.03 of the
4statutes and 2001 county mandate relief payments under section 79.058 of the
5statutes shall be the population determined by the department of administration
6under section 16.96 of the statutes for the statements provided to municipalities and
7counties in the year 2000 under section 79.015 of the statutes.
SB55-ASA1,1354,148 (b) Notwithstanding section 79.005 (2) of the statutes, the department of
9administration shall provide, to the best of its ability, 2001 and 2002 population
10estimates that are reconciled with the most recent federal decennial census to the
11department of revenue on or before August 1, 2001. The department of revenue shall
12use the reconciled estimates to prepare the statement of estimated 2002 shared
13revenue and county mandate relief payments provided on or before September 15,
142001, under section 79.015 of the statutes.
SB55-ASA1,1354,2015 (c) Notwithstanding section 79.005 (2) of the statutes, the department of
16administration shall provide, to the best of its ability, 2000 and 2001 population
17estimates that are reconciled with the most recent federal decennial census to the
18department of revenue on or before August 1, 2002. The department of revenue shall
19use the reconciled estimates to calculate corrections to 2001 shared revenue and
20county mandate relief payments under section 79.08 of the statutes.
SB55-ASA1,1354,25 21(2x) Volunteer income tax assistance program. The department of revenue
22shall, in undertaking the program described in section 73.03 (56) of the statutes, as
23created by this act, work with the Internal Revenue Service and the University of
24Wisconsin-Extension to recruit sufficient volunteers to meet the demand, no later
25than January 1, 2002, for the volunteer income tax assistance program.

1(2z) Study on moving tax-processing activities. The department of revenue
2shall study the feasibility of moving its tax-processing activities in Madison to a
3location in southwestern Wisconsin. No later than January 1, 2003, the department
4of revenue shall report the results of its study to the governor and the legislature.
SB55-ASA1,1355,8 5(3z) Adoption of federal income tax law changes. Changes to the Internal
6Revenue Code made by P.L. 106-554 apply to the definitions of the "Internal Revenue
7Code" in chapter 71 of the statutes at the time that those changes apply for federal
8income tax purposes.

17same status under subchapter V of chapter 111 and chapter 230 of the statutes in the
18department of administration that they enjoyed in the state fair park board
19immediately before the transfer. Notwithstanding section 230.28 (4) of the statutes,
20no employee so transferred who has attained permanent status in class is required
21to serve a probationary period.

25shall determine the opening date of the truck driver training center at Waukesha

1County Technical College and notify the director of state courts of that date. The
2technical college system board may not award grants for truck driver training under
3section 38.04 (31) of the statutes, as created by this act, until the first day of the
4twelfth month beginning after the date of that notice.
SB55-ASA1, s. 9149 5Section 9149. Nonstatutory provisions; technology for educational
achievement in Wisconsin board.
SB55-ASA1,1356,13 6(3mk) Internet data line grant program. From the appropriation under
7section 20.275 (1) (i) of the statutes, the technology for educational achievement in
8Wisconsin board shall, in consultation with the department of public instruction,
9award grants in the 2001-02 fiscal year to public library boards on behalf of public
10libraries that did not have access to high-speed Internet data lines as of May 1, 2001.
11Grants awarded under this subsection may be used for infrastructure, wiring,
12communications hardware, and computer and access costs associated with the
13installation and use of high-speed Internet data lines in public libraries.

SB55-ASA1,1356,22 16(1mk) Grant for moving historic home. From the appropriation under section
1720.380 (1) (b) of the statutes, as affected by this act, the department of tourism shall
18provide a grant of $35,000 in fiscal year 2001-02 to the New Berlin Historical Society
19for costs associated with moving the Theodora Winton Youmans home to the New
20Berlin historic park. The department of tourism shall enter into an agreement with
21the New Berlin Historical Society that specifies the uses for the grant proceeds and
22reporting and auditing requirements.

SB55-ASA1,1356,24 24(1) Position authorization; employee transfer.

1(a) The authorized FTE positions for the department of transportation are
2decreased by 1.0 SEG position for the performance of duties primarily related to
3printing services.
SB55-ASA1,1357,134 (b) On the effective date of this paragraph, 1.0 FTE position in the department
5of transportation performing duties primarily related to printing services and the
6incumbent employee holding that position, as determined by the secretary of
7administration, are transferred to the department of administration. The employee
8transferred under this paragraph has all the rights and the same status under
9subchapter V of chapter 111 and chapter 230 of the statutes in the department of
10administration that the employee enjoyed in the department of transportation
11immediately before the transfer. Notwithstanding section 230.28 (4) of the statutes,
12no employee so transferred who has attained permanent status in class is required
13to serve a probationary period.
SB55-ASA1,1358,6 14(2) Airport financing committee. There is created an airport financing
15committee consisting of members appointed by the governor. The governor shall
16appoint members representing the department of transportation, the department of
17commerce, airport managers, airlines serving this state, the general aviation
18community, the people of this state, and private businesses having an interest in
19transportation policy and financing. The committee shall select its officers and the
20person appointed chairperson shall call the committee's first meeting. The
21committee shall review and evaluate this state's airport system needs and the
22current system of funding those needs and shall recommend changes, if any, to better
23meet those needs. The committee shall evaluate, among other things: aircraft
24registration fees; aviation fuel taxes and fees; allocation of sales tax receipts from the
25sale of aircraft, parts, and services; and the allocation of other moneys for airport

1financing. The committee's recommendations, if any, should, if enacted, generate
2revenue in amounts equal to or greater than the sum of moneys appropriated for
3aeronautical activities in fiscal year 2002. Not later than December 31, 2002, the
4committee shall submit a report containing the committee's evaluation, findings,
5and recommendations to the governor, and to the legislature in the manner provided
6under section 13.172 (2) of the statutes.
SB55-ASA1,1358,14 7(3d) Port Arthur Road extension in city of Ladysmith. From the
8appropriation under section 20.395 (2) (fq) of the statutes, as created by this act, the
9department of transportation shall allocate $200,000 or 80% of the cost of the project,
10whichever is less, in the 2001-03 fiscal biennium to fund a project to close a portion
11of College Avenue in the city of Ladysmith and to extend Port Arthur Road east to
12STH 27 in the city of Ladysmith, if the city of Ladysmith provides a local contribution
13toward the costs of the project in an amount equal to at least 20% of the cost of the
14project.
