Section
16.47, Stats., provides that no appropriation bill shall be passed by the Legislature before the Budget Bill is enacted with the exception that the Governor can recommend passage of such a special bill in an emergency situation. The Building Commission discussed the requirements of this statute and concluded that this situation is an emergency.
I concur and ask that the enclosed bill be considered for immediate passage before enactment of the Budget Bill. (Assembly Bill 316 and Senate Bill 144) Your favorable consideration of this request would be appreciated.
