17of facilities approved by the building commission for operation by the educational
18communications board and to make the payments determined by the building
19commission under s. 13.488 (1) (m) that are attributable to the proceeds of
20obligations incurred in financing this acquisition, construction, development,
21enlargement or improvement. No moneys may be encumbered under this paragraph
22unless the secretary of administration first determines that the federal
23communications commission has approved the transfer of all broadcasting licenses
24held by the educational communications board to the broadcasting corporation as
25defined in s. 39.81 (2).
