2003 WISCONSIN ACT 96
An Act relating to: disposal of oil-absorbent materials.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
96,1 Section 1. Nonstatutory provisions.
(1) Disposal of oil-absorbent materials.
(a) No later than the first day of the 9th month beginning after the effective date of this paragraph, the secretary of commerce shall appoint and convene a committee under section 15.04 (1) (c) of the statutes to do all of the following:
1. Gather data concerning the following:
a. The number of oil filters used in this state annually.
b. The number of used oil filters recycled in this state annually.
c. The amount of oil-absorbent material disposed of in this state annually.
d. The amount of oil-absorbent material recycled or recovered in this state annually.
2. Establish percentage goals for recycling used oil filters and for recycling or recovering other oil-absorbent materials that are enough higher than current practice to make a significant difference but are attainable with current technology.
3. Set a deadline for meeting the goals under subdivision 2.
4. Suggest measures to be taken if the goals under subdivision 2. are not met and dates for taking those measures.
(am) The secretary of commerce shall appoint the following members to the committee under paragraph (a):
1. A representative of Associated Recyclers of Wisconsin or National Oil Recyclers of America.
2. A representative of the Federation of Environmental Technologists.
3. A representative of the council on recycling.
4. A representative of the Automotive Service Association.
5. A representative of the petroleum industry.
6. A representative of the Wisconsin Automobile and Truck Dealers Association.
7. A representative of landfill owners or operators.
8. A representative of the University of Wisconsin System.
9. A representative of the department of natural resources.
10. A representative of scrap brokers, dealers, or processors.
11. A representative of oil filter manufacturers.
12. A representative of the Wisconsin Counties Association.
(b) The department of commerce shall schedule meetings of the committee under paragraph (a) at least once a month for 15 months or until the committee completes its work, whichever is earlier.
(c) The department shall submit recommendations based on the work of the committee under paragraph (a ) to the chief clerk of each house of the legislature for distribution in the manner provided in section 13.172 (2) of the statutes and to the governor no later than the first day of the 25th month beginning after the effective date of this paragraph.
