4question be submitted, for advisory purposes only, to the voters of this state at the
5next spring or general election occurring not sooner than 45 days after adoption of

7Question 1: Health Care in Wisconsin. "The health and well-being of the
8people having been determined to be fundamental to the enjoyment of the rights of
9life, liberty, and the pursuit of happiness, should the right of the residents of
10Wisconsin to adequate, accessible, and affordable health care be ensured by the state
11as one of its necessary duties that the legislature shall provide for by law?"
