Drivers and motor vehicles
Under current law, a person pays a $55 annual fee to DOT to register his or her automobile. The fee for a motor truck or dual purpose motor home varies depending on the vehicle's weight: for a vehicle that weighs not more than 4,500 pounds, the annual fee is $48.50; for a vehicle that weighs not more than 6,000 pounds, the annual fee is $61.50; and for a vehicle that weighs not more than 8,000 pounds, the annual fee is $77.50. A person may pay up to $1,969.50 to register a heavier vehicle.
This bill increases the annual fee for registering an automobile from $55 to $65 and changes the annual fee for registering a motor truck or dual purpose motor home that weighs not more than 4,500 pounds from $48.50 to $65, for a vehicle that weighs not more than 6,000 pounds from $61.50 to $71, and for a vehicle that weighs not more than 8,000 pounds from $77.50 to $87.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
SECTION 1. 341.25 (1) (a) of the statutes is amended to read:

341.25 (1) (a) For each automobile, a fee of $55 $65, except that an automobile registered in this state prior to September 1, 1947, at a fee of less than $18 shall be registered at such lesser fee plus an additional fee of $2.

SECTION 2. 341.25 (2) (a) of the statutes is amended to read:

341.25 (2) (a) Not more than 4,500 $ 48.50 65.00

SECTION 3. 341.25 (2) (b) of the statutes is amended to read:

341.25 (2) (b) Not more than 6,000 61.50 71.00

SECTION 4. 341.25 (2) (c) of the statutes is amended to read:

341.25 (2) (c) Not more than 8,000 77.50 87.00

SECTION 9448. Effective dates; transportation.

(1) REGISTRATION FEES. The treatment of section 341.25 (1) (a) and (b) of the statutes takes effect on January 1, 2006.

Under current law, an owner of a vehicle pays a fee of $18.50 to DOT to obtain a new certificate of title for the vehicle or to obtain a certificate of title after the transfer of a vehicle. If an owner of a vehicle needs a replacement certificate of title, he or she pays a fee of $8 to DOT.
This bill increases the fee for a new certificate of title or a certificate of title after transfer from $18.50 to $28.50 and increases the fee for a replacement certificate of title from $8 to $20.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
SECTION 1. 342.14 (1) of the statutes is amended to read:

342.14 (1) For filing an application for the first certificate of title, $18.50 $28.50, by the owner of the vehicle.

SECTION 2. 342.14 (3) of the statutes is amended to read:

342.14 (3) For a certificate of title after a transfer, $18.50 $28.50, by the owner of the vehicle.

SECTION 3. 342.14 (5) of the statutes is amended to read:

342.14 (5) For a replacement certificate of title, $8 $20, by the owner of the vehicle.

SECTION 9448. Effective dates; transportation.

(1) TITLE FEE INCREASES. The treatment of sections 342.14 (1), (3), and (5) of the statutes takes effect on the first day of the 4th month beginning after publication.

Under current law, DOT may contract up to $32,500,000 in public debt for the acquisition and improvement of rail property. This bill increases this authorized general obligation bonding limit from $32,500,000 to $39,000,000.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
SECTION 1. 20.866 (2) (uw) of the statutes is amended to read:

20.866 (2) (uw) Transportation; rail acquisitions and improvements. From the capital improvement fund, a sum sufficient for the department of transportation to acquire railroad property under ss. 85.08 (2) (L) and 85.09; and to provide grants and loans for rail property acquisitions and improvements under s. 85.08 (4m) (c) and (d). The state may contract public debt in an amount not to exceed $32,500,000 $39,000,000 for these purposes.

Under current law, with some exceptions, if a court imposes a sentence, places a person on probation, or imposes a forfeiture for a violation of state law or a violation of a municipal or county ordinance, a court must impose a $7 crime laboratories and drug law enforcement surcharge. This bill increases the surcharge to $8.
This bill lapses to the general fund at the end of every fiscal year all moneys received from the surcharge and appropriated to DOJ for the purposes of providing deoxyribonucleic acid (DNA) analysis, administering a DNA data bank, and paying for the costs of mailing and materials in DOJ's role as a center for the clearance of information between law enforcement officers, activities relating to drug law enforcement, drug law violation prosecution assistance, and activities of the state and regional crime laboratories.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
SECTION 1. 20.455 (2) (kd) of the statutes is amended to read:

20.455 (2) (kd) Drug law enforcement, crime laboratories, and genetic evidence activities. The amounts in the schedule for activities relating to drug law enforcement, drug law violation prosecution assistance, activities of the state and regional crime laboratories, and for transferring to the appropriation account under s. 20.475 (1) (km) the amounts in the schedule under s. 20.475 (1) (km). All moneys transferred from the appropriation account under par. (Lm) shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (a), on June 30 of each year the unencumbered balance in this appropriation account lapses to the general fund.

SECTION 2. 20.455 (2) (Lm) of the statutes is amended to read:

20.455 (2) (Lm) Crime laboratories; deoxyribonucleic acid analysis. All moneys received from crime laboratories and drug law enforcement assessments authorized under s. 165.755 and deoxyribonucleic acid analysis surcharges authorized under s. 973.046 to provide deoxyribonucleic acid analysis, to administer s. 165.77, to pay for the costs of mailing and materials under s. 165.76 for the submission of biological specimens by the departments of corrections and health and family services and by county sheriffs and to transfer to the appropriation account under par. (kd) the amounts in the schedule under par. (kd). Notwithstanding s. 20.001 (3) (c), on June 30 of each year the unencumbered balance in this appropriation account lapses to the general fund.

SECTION 3. 165.755 (1) (a) of the statutes is amended to read:

165.755 (1) (a) Except as provided in par. (b), a court shall impose under ch. 814 a crime laboratories and drug law enforcement surcharge of $7 $8 if the court imposes a sentence, places a person on probation, or imposes a forfeiture for a violation of state law or for a violation of a municipal or county ordinance.
