AB258,1,3 1An Act to amend 287.95 (1); and to create 287.07 (4m) of the statutes; relating
2to:
the disposal of used automotive engine oil filters and oil absorbent materials
3and providing a penalty.

Current law prohibits various items and substances, including lead acid
batteries, major appliances, and waste oil, from being disposed of in landfills.
This bill prohibits the disposal in landfills of used automotive oil filters and
materials that have been used to absorb spilled or used automotive engine oil. The
prohibition takes effect a year after the bill is enacted.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB258, s. 1 4Section 1. 287.07 (4m) of the statutes is created to read:
AB258,1,55 287.07 (4m) Oil filters and oil absorbent materials. (a) In this subsection:
AB258,1,66 1. "Automotive engine oil" has the meaning given in s. 287.15 (1) (a).
AB258,1,87 2. "Oil absorbent materials" means materials that are used to absorb spilled
8or used oil.

13. "Oil filter" means a filter for automotive engine oil.
AB258,2,32 (b) Beginning on the first day of the 13th month beginning after publication ....

AB258,2,44 1. Dispose of a used oil filter in a solid waste disposal facility.
AB258,2,65 2. Dispose of oil absorbent materials that contain spilled or used automotive
6engine oil in a solid waste disposal facility.
AB258, s. 2 7Section 2. 287.95 (1) of the statutes is amended to read:
AB258,2,108 287.95 (1) Any person who violates s. 287.07 (1m) or (4m) may be required to
9forfeit $50 for a first violation, may be required to forfeit $200 for a 2nd violation and
10may be required to forfeit not more than $2,000 for a 3rd or subsequent violation.
