1An Act to amend 341.14 (6r) (b) 6. of the statutes;
relating to: Celebrate
2Children special distinguishing registration plates.

Under current law, any group or organization may apply to the Department of
Transportation for designation as an authorized special group. If the application is
approved, members of the authorized special group may obtain special
distinguishing registration plates for certain vehicles, including automobiles and
motor homes, that are owned or leased by special group members. Current law
recognizes as an authorized special group persons interested in obtaining special
plates with the words "Celebrate Children" on them to show support for the
prevention of child abuse and neglect. To obtain these "Celebrate Children" special
plates, a person must pay the regular registration fee for the vehicle, a $15 issuance
fee whenever new plates are issued, and an annual fee of $20. The $20 annual fee
is deposited in a fund established and maintained by a nonprofit corporation
(corporation) created by the Child Abuse and Neglect Prevention Board (Board).
This annual fee may be used only for certain purposes, including funding programs
and projects that the Board contracts with the corporation to administer.
This bill increases the annual fee for these "Celebrate Children" special plates
from $20 to $25.

enact as follows:

(6r) (b) 6. An additional fee of
$20 $25 that is in addition to the fee under
3subd. 2. shall be charged for the issuance or renewal of a plate issued on an annual
4basis for the special group specified under par. (f) 53. An additional fee of
$40 $50 5that is in addition to the fee under subd. 2. shall be charged for the issuance or
6renewal of a plate issued on a biennial basis for the special group specified under par.
7(f) 53. if the plate is issued or renewed during the first year of the biennial
8registration period or
$20 $25 for the issuance or renewal if the plate is issued or
9renewed during the 2nd year of the biennial registration period. All moneys received
10under this subdivision in excess of the initial costs of data processing for the special
11group plate under par. (f) 53. or $35,000, whichever is less, shall be credited to the
12appropriation account under s. 20.395 (1) (ih) and deposited in the fund maintained
13under s. 48.982 (2e) (a) 2. To the extent permitted under ch. 71, the fee under this
14subdivision is deductible as a charitable contribution for purposes of the taxes under
15ch. 71.

(1) This act first applies to applications for original or renewal vehicle
18registration received by the department of transportation on the effective date of this
19subsection.
