20.143 (1) (fw) of the statutes is renumbered 20.165 (1) (fw) and 11

schedule for grants to the women's business initiative corporation under s. 560.037 14440.9997
(ac) Veterans assistance.
From the general fund, the amounts in the 18
schedule for general program operations of the veterans assistance program under 19
s. 45.43. No moneys may be encumbered or expended from this appropriation after
20June 30, 2009.
The department shall administer a program to provide assistance to 24
persons who served in the U.S. armed forces or in forces incorporated as part of the
U.S. armed forces and who were discharged under conditions other than 2
dishonorable. The department shall provide assistance to persons whose need for 3
services is based upon homelessness, incarceration, or other circumstances 4
designated by the department by rule. The department shall designate the 5
assistance available under this section, which may include assistance in receiving 6
medical care, dental care, education, employment, single room occupancy housing, 7
and transitional housing. The department may provide payments to facilitate the 8
provision of services under this section. From the appropriation under s. 20.485 (2) 9
(ac), the department shall provide $15,000 annually during fiscal years 2007-08 and 10
2008-09 to the Center for Veterans Issues, Ltd., of Milwaukee, to provide outreach 11
services to homeless veterans with post-traumatic stress disorder.

13year 2011-12 and $42,900 in fiscal year 2011-13 to provide assistance to unemployed
14and underemployed veterans for the purposes of receiving employment training and

A Wisconsin Works agency shall collaborate with 19
the local workforce development board to connect individuals seeking employment 20
with employment opportunities, including the trial job program under s. 49.147 (3) 21
and, if operating in the geographical area in which the Wisconsin Works agency 22
administers Wisconsin Works, the transitional jobs demonstration project program 23
under s. 49.162.".
49.162 (title) of the statutes is amended to read:
(title) Transitional jobs demonstration project program.
(intro.) Subject to sub. (3) (b), the department shall conduct operate 7
a demonstration project, beginning on January 1, 2010,
that offers 8
transitional jobs to low-income adults. To be eligible to participate in the 9demonstration project program
, an individual must satisfy all of the following 10

The board shall develop and implement a program to identify and 19
respond to potential retention problems for companies doing business in Wisconsin. 20
The program shall include all of the following:
(a) Identification of the top 300 companies doing business in this state based 22
on a company's number of employees, capital investment in this state, and overall 23
economic impact on this state.
(b) A business retention strategy that targets industries and industry clusters 2
based on the collection and analysis of data related to the economic viability of the 3
companies identified in par. (a).
(c) Development and implementation of an early detection and response 5
system to potential retention problems that includes annual visits to the companies 6
identified under par. (a).
