AB40-ASA1-AA8,2,22 " Section 1248r. 45.43 (1) of the statutes is amended to read:

AB40-ASA1-AA8,3,15 45.43 (1) The department shall administer a program to provide assistance to persons who served in the U.S. armed forces or in forces incorporated as part of the U.S. armed forces and who were discharged under conditions other than dishonorable. The department shall provide assistance to persons whose need for services is based upon homelessness, incarceration, or other circumstances designated by the department by rule. The department shall designate the assistance available under this section, which may include assistance in receiving medical care, dental care, education, employment, single room occupancy housing, and transitional housing. The department may provide payments to facilitate the provision of services under this section. From the appropriation under s. 20.485 (2) (ac), the department shall provide $15,000 annually during fiscal years 2007-08 and 2008-09 to the Center for Veterans Issues, Ltd., of Milwaukee, to provide outreach services to homeless veterans with post-traumatic stress disorder. From the appropriation under s. 20.485 (2) (ac), the department shall allocate $67,100 in fiscal year 2011-12 and $42,900 in fiscal year 2011-13 to provide assistance to unemployed and underemployed veterans for the purposes of receiving employment training and locating employment.".

AB40-ASA1-AA8,6,9 (d) Creation of a database that includes business retention case histories, best practices, and retention specialists, and other information that is useful to identify and respond to retention challenges, as determined by the board.".

AB40-ASA1-AA8,7,9 (3) (intro.) Subject to sub. (4m), the board corporation may award a grant under this subsection to a business if all of the following apply:

AB40-ASA1-AA8,7,12 (4) (intro.) Before awarding a grant under sub. (3), the board corporation shall consider all of the following:

AB40-ASA1-AA8,7,17 (4m) Of the total amount awarded in grants in a fiscal biennium year under sub. (3), the board corporation shall award not less than 25% and not more than 50% for purposes related to an agricultural business. The board corporation shall give priority under this subsection for grants that will be used for purposes related to a dairy farm, as defined in s. 97.22 (1) (a).

AB40-ASA1-AA8,7,21 (5c) (a) (intro.) Subject to par. (b), the board corporation may award a grant under this subsection to a person or business proposing to start up, modernize or expand in this state a dairy farm, as defined in s. 97.22 (1) (a), or other agricultural business if all of the following apply:

AB40-ASA1-AA8,7,24 (5m) (a) (intro.) Subject to par. (cm), the board corporation may award a grant or make a loan under this subsection that does not exceed $100,000 to a business if all of the following apply:

AB40-ASA1-AA8,8,4 (bm) If a business receives a grant or loan under this subsection for the purpose specified in par. (b) 3., the department corporation shall ensure that an employee of the business has the option of accepting or declining any relocation assistance that is available as a result of the grant or loan.

AB40-ASA1-AA8,8,9 (cm) Of the total amount awarded in grants and loans in a fiscal biennium year under this subsection, the board corporation shall award not less than 25% and not more than 50% for purposes related to an agricultural business. The board corporation shall give priority under this paragraph for grants or loans that will be used for purposes related to a dairy farm, as defined in 97.22 (1) (a).

AB40-ASA1-AA8,8,11 (6) (intro.) Before awarding making a loan under this section, the board corporation shall do all of the following:

AB40-ASA1-AA8,8,13 (6r) The board corporation shall give priority for grants or loans under this section for projects related to brownfields redevelopment.

AB40-ASA1-AA8, s. 3352n Section 3352n. 560.17 (7) (a) and (am) of the statutes are renumbered 238.2999 (7) (a) and (am) and amended to read:

AB40-ASA1-AA8,8,20 238.2999 (7) (a) Except as provided in par. (am), the department corporation shall designate staff to evaluate applications for grants or loans and assist the board under this section. The board shall act on an application for a grant or loan at its next regularly scheduled meeting after the department determines that the application is complete.

AB40-ASA1-AA8,8,25 (am) The department of commerce and the The department of agriculture, trade and consumer protection shall designate staff to evaluate applications for grants or loans for purposes related to agricultural businesses and to make recommendations and assist the board corporation with respect to those applications.
