"(dm) 1. The impartial hearing officer described under par. (d) 2. shall be 5
appointed by the employment relations commission after the selection process 6
described under subd. 2., and he or she shall have experience as a labor arbitrator 7
2. The impartial hearing officer described under par. (d) 2. shall come from a 9
list of 5 candidates who have the qualification described under subd. 1. submitted to 10
both parties by the employment relations commission. The employer and the 11
employee shall each eliminate 2 candidates from the list and the remaining 12
candidate shall be the hearing officer.".
