20.395 (1) (au) of the statutes is created to read:
(au) Transportation aids supplement to municipalities, state funds. 2
Biennially, the amounts in the schedule for providing an emergency supplement for 3
the general transportation aid payments to municipalities under 2013 Wisconsin Act 4
.... (this act), section 9145 (1) (b). No moneys may be encumbered from this 5
appropriation account after June 30, 2015.
Nonstatutory provisions; Transportation.
7(1) 2013-14 winter emergency local road improvement initiative.
(a) In this subsection:
1. "Department" means the department of transportation.
2. "Municipality" has the meaning given in section 86.30 (1) (c) of the statutes.
3. "Program" means the general transportation aids program under section 12
86.30 of the statutes.
(b) On the date of the department's first quarterly payment under the program 14
of aids to municipalities occurring after the effective date of this paragraph, the 15
department shall, from the appropriation under section 20.395 (1) (au) of the 16
statutes, as created by this act, make an emergency supplemental payment to each 17
municipality receiving aids under the program.
(c) The department shall calculate the amount of the payment to each 19
municipality under paragraph (b) as follows:
1. The department shall divide the municipality's 2014 aid payment under the 21
program by the total amount of aid distributed to municipalities in 2014 under the 22
2. The department shall multiply the result under subdivision 1. by 24
(d) A municipality that receives an emergency supplemental payment under 2
paragraph (b) may use the moneys received only in 2014 and only for highway repairs 3
associated with damages resulting from the 2013-14 winter.".
