to create 13.48 (39i), 20.866 (2) (zbL) and
220.867 (3) (bL) of the statutes;
relating to: expansion of accredited health care
3teaching institution facilities, granting bonding authority, and making an
4appropriation.

This bill authorizes the Building Commission to authorize up to $125,000,000
in general fund supported borrowing to make construction grants to accredited
health care teaching institutions located in this state for the purpose of expanding
their facilities. The amount of authorized borrowing under this program shall be
staggered over a five-year period. Before making a grant to an accredited health care
teaching institution, the Building Commission must determine that the institution
has secured additional funding from nonstate sources in an amount at least equal
to the grant and that the project will alleviate the shortage of trained health care
professionals available to provide care to state residents.

1. 13.48 (39i) of the statutes is created to read:

(39i) Accredited health care teaching institutions. (a) In this
2subsection:

1. "Accredited health care teaching institution" means a nonstate health care
4institution that offers a program of instruction for health care professionals and that
5is accredited by a nationally recognized accrediting agency.

2. "Health care professional" means a person who, upon successful completion
7of a program of instruction at an accredited health care teaching institution, is
8eligible to be licensed, certified, or registered under ch. 441, 448, or 455.

(b) The legislature finds and determines that expanding access to accredited
10health care teaching institutions would greatly benefit state residents by addressing
11the increasing shortage of trained health care professionals available to provide care
12to state residents. It is therefore in the public interest, and it is the public policy of
13this state, to assist accredited health care teaching institutions with the expansion
14of their facilities.

(c) 1. Beginning on July 1, 2014, the building commission may authorize up to
16$125,000,000 in general fund supported borrowing to aid in the expansion of
17facilities of accredited health care teaching institutions located in this state. The
18state funding commitment shall be in the form of grants to the accredited health care
19teaching institutions. Before approving any state funding commitment to an
20accredited health care teaching institution, the building commission shall determine
21that the accredited health care teaching institution has secured additional funding
22from nonstate sources for the project in an amount at least equal to the amount of
23the grant.

2. If the building commission authorizes a grant to an accredited health care
25teaching institution under subd. 1. and if, for any reason, the facility that is expanded
1with funds from the grant is not used as an accredited health care teaching
2institution, the state shall retain an ownership interest in the facility equal to the
3amount of the state's grant.

(d) The building commission may not make a grant to an accredited health care
5teaching institution under this subsection unless the project will alleviate the
6shortage of trained health care professionals available to provide care to state
7residents. The department of health services shall assist each accredited health care
8teaching institution that applies for a grant in assessing its expansion needs.

2described in s. 13.48 (39i). The state may contract public debt in an amount not to
3exceed $125,000,000 for this purpose. The total amount of debt authorized under
4this paragraph may not exceed the following amounts on the following dates:

16(1) (m) that are attributable to the proceeds of obligations incurred in financing the
17project, and to make payments under an agreement or ancillary arrangement
18entered into under s. 18.06 (8) (a).
