Legislative council study. The joint legislative council is requested to
4establish a study committee to review issues related to the educational
5communications board and to make recommendations regarding the educational
6communications board's funding, duties, and organization no later than December
71, 2016. The committee should consider all of the following issues:

8(a) The appropriate level of state funding for the educational communications
9board.

10(b) If a lower amount of state funding is appropriate, over what period of time
11should funding be reduced.

12(c) Whether the educational communications board should continue to be a
13provider of materials for elementary and secondary education for grades
14kindergarten through 12.

15(d) Whether the educational communications board should continue to serve
16as the state relay for the emergency alert system and Amber alert system and what
17other networks, if any, could perform this function.

18(e) Whether the educational communications board should continue to operate
19as an independent board or be merged with the broadcast and media innovations
20division of University of Wisconsin-Extension either as a part of the University of
21Wisconsin System or as an independent state agency.".

Programming position authorizations. The authorized FTE positions for
24the educational communications board, funded from the appropriation under section
120.225 (1) (f) of the statutes, are increased by 7.2 GPR positions for the purpose of
2programming.".
