8as defined in s. 121.845 (2), and pupils who satisfy the income eligibility criteria for
9a free or reduced-price lunch under

2“(e) A village may not proceed under par. (c) or (d) unless a study conducted
3under s. 115.28 (10p) demonstrates that creating a new school district under s.
