, section 9133 (1); relating to: producer led watershed protection grants
3and transferring moneys within the environmental fund.
Analysis by the Legislative Reference Bureau
This bill increases, from $3,325,000 to $3,825,000 in both the 2017-18 and
2018-19 fiscal years, the amount of the appropriation for the Department of
Agriculture, Trade and Consumer Protection's soil and water resource management
program. The bill prohibits DATCP from requesting a continuation of this increased
funding in its budget request submitted for the following fiscal biennium. The bill
also increases, from $250,000 to $750,000, the amount under the program that may
be allocated for producer led watershed protection grants in each fiscal year of the
2017-19 biennium.
Under the 2017 Biennial Budget Act, $3,152,500 of the moneys in the
environmental fund that have been received for the purpose of environmental
management is required, in each fiscal year of the biennium, to be considered as
having been received for debt service payments for certain nonpoint source water
pollution abatement projects. This bill increases that amount to $3,652,500 in each
of those fiscal years.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB946,1 1Section 1. 20.115 (7) (qf) of the statutes is amended to read:
AB946,2,92 20.115 (7) (qf) Soil and water management; aids. From the environmental
3fund, the amounts in the schedule for cost-sharing grants and contracts under the
4soil and water resource management program under s. 92.14, but not for the support
5of local land conservation personnel, and for producer led watershed protection
6grants under s. 93.59. The department shall allocate funds, in an amount that does
7not exceed $250,000 $750,000 in each fiscal year of the 2017-19 fiscal biennium and
8$250,000 in each fiscal year thereafter
for the producer led watershed protection
9grants.
AB946,2 10Section 2. 2017 Wisconsin Act 59, section 9133 (1) is amended to read:
AB946,2,1511[2017 Wisconsin Act 59] Section 9133 (1) Environmental fund. Of the moneys
12in the environmental fund that are received for the purpose of environmental
13management, $3,152,500 $3,652,500 shall, in each fiscal year of the 2017-19 fiscal
14biennium, be considered to have been received for the purposes under section 20.370
15(7) (cr) and (cs) of the statutes.

AB946,3,217 (1) Funding increase for producer led watershed protection grants.
18Notwithstanding section 16.42 (1) (e) of the statutes, in submitting information
19under section 16.42 of the statutes for purposes of the 2019-21 biennial budget bill,
20the department of agriculture, trade and consumer protection shall submit
21information concerning the appropriation under section 20.115 (7) (qf) of the statutes

1as though the increase in the dollar amount of that appropriation by Section 4 (1)
2of this act had not been made.

AB946,3,84 (1) Soil and water management; aids. In the schedule under section 20.005 (3)
5of the statutes for the appropriation to the department of agriculture, trade and
6consumer protection under section 20.115 (7) (qf) of the statutes, the dollar amounts
7for fiscal years 2017-18 and 2018-19 are each increased by $500,000 to $3,825,000
8to increase funding for producer led watershed protection grants.
