This bill provides that the definition of “solid waste” does not include certain
iron and steel slags.
Under current law, the Department of Natural Resources administers rules
relating to the management and disposal of solid waste. “Solid waste” includes
garbage, sludge from treatment plants and pollution control facilities, and other
discarded or salvageable materials. “Solid waste” does not include material in
domestic sewage, irrigation return flows, or industrial discharges subject to permits,
or certain radioactive or nuclear materials. This bill provides that “solid waste” does
not include slag generated by the production or processing of iron or steel and that
is managed as an item of value in a controlled manner and is not discarded.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

5treatment plant, water supply treatment plant, or air pollution control facility, and

1other discarded or salvageable materials, including solid, liquid, semisolid, or
2contained gaseous materials resulting from industrial, commercial, mining, and
3agricultural operations, and from community activities, but. “Solid waste” does not
4include solids or dissolved material in domestic sewage, or solid or dissolved
5materials in irrigation return flows or industrial discharges which are point sources
6subject to permits under ch. 283, or slag generated by the production or processing
7of iron or steel and that is managed as an item of value in a controlled manner and
8is not discarded,
