SJR19,1,2 1Relating to: rules and procedures for convening an Article V convention proposing
2amendments to the Constitution of the United States.
SJR19,1,53 Whereas, the founders of this great nation set forth on the Earth an enduring
4Republic and charged future generations with the solemn duty of its preservation;
SJR19,1,96 Whereas, the Constitution of these United States, which is the cornerstone of
7this Republic, establishes the process to propose and ratify amendments to itself,
8including a process reserved for the state legislatures in Article V of the United
9States Constitution; and
SJR19,1,1210 Whereas, the State of Wisconsin recognizes that this process to amend the
11United States Constitution should by right be held in esteem, worthy of the sacrifice
12of our founders; and
SJR19,2,213 Whereas, the State of Wisconsin recognizes that a preexisting set of rules and
14procedures to convene a convention for proposing amendments under Article V of the

1United States Constitution is desirable to ensure that such a convention functions
2effectively and decisively; and
SJR19,2,63 Whereas, the State of Wisconsin recognizes that the Assembly of State
4Legislatures, made up of a bipartisan group of state legislators from 45 states, has
5met over a period of four years to carefully craft and consider rules and procedures
6for the convening of an Article V convention; now, therefore, be it
SJR19,2,11 7Resolved by the senate, the assembly concurring, That the Wisconsin
8Legislature declares that should a convention for proposing amendments under
9Article V of the United States Constitution be called, the State of Wisconsin shall
10recognize the rules and procedures adopted by the Assembly of State Legislatures
11on June 17, 2016, as the official rules and procedures to convene such a convention.
