1An Act to amend
93.42 (5); and
238.24 of the statutes;
2promoting the export of Wisconsin's agricultural and agribusiness products.
Analysis by the Legislative Reference Bureau
This bill requires the Wisconsin Economic Development Corporation and the
Department of Agriculture, Trade and Consumer Protection to cooperate in
achieving certain objectives related to Wisconsin's export of agricultural products.
The bill requires WEDC to establish an agricultural exports program to
promote the export of Wisconsin's agricultural and agribusiness products. WEDC
and the Center for International Agribusiness Marketing in DATCP are required to
cooperate to achieve the following export objectives:
1. Increase Wisconsin's dairy product exports to ensure that by the year 2026
Wisconsin's milk exports equal at least 20 percent of the United States' milk supply.
2. Increase Wisconsin's meat product exports by the year 2026.
3. Increase Wisconsin's crop product exports by the year 2026.
Under the bill, WEDC must ensure that funding expended to achieve those
export objectives is equally distributed among the objectives.
The bill also requires WEDC and DATCP to submit, with their budget requests
for the 2021-23 fiscal biennium, proposals for funding the program's objectives and
a new position the bill authorizes in DATCP. Taken together, the proposals may not
exceed $5,000,000. Current law requires those budget requests to be submitted to
the Department of Administration by September 15, 2020.
Additionally, no later than December 31, 2020, the bill requires WEDC and
DATCP to jointly submit a plan to the legislature for how WEDC and DATCP intend
to achieve the export objectives established in the bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
93.42 (5) of the statutes is amended to read:

in promoting the state's products through the state's foreign trade offices and in
4achieving the export objectives specified in s. 238.24 (2)
238.24 of the statutes is created to read:
6238.24 Agricultural exports program. (1)
The corporation shall establish 7
and administer an agricultural exports program to promote the export of this state's 8
agricultural and agribusiness products.
The corporation shall cooperate with the center for international 10
agribusiness marketing under s. 93.42 to achieve all of the following export 11
(a) Increase this state's dairy product exports to ensure that by the year 2026 13
this state's milk exports equal at least 20 percent of the United States' milk supply.
(b) Increase this state's meat product exports by the year 2026.
(c) Increase this state's crop product exports by the year 2026.
The corporation shall ensure that all funding expended for the objectives 17
specified in sub. (2) (a) to (c) is equally distributed among those objectives.
In this section:
(a) “Corporation” means the Wisconsin Economic Development Corporation.
(b) “Department” means the department of agriculture, trade and consumer 2

department 1.0 FTE GPR position specializing in agricultural and agribusiness 6
(3) Submission of plan.
No later than December 31, 2020, the corporation and 8
the department shall jointly submit to the chief clerk of each house of the legislature 9
for distribution to the appropriate standing committees in the manner provided 10
under s. 13.172 (3) a plan for how the corporation and department intend to achieve 11
the export objectives specified in s. 238.24 (2), including how the corporation and 12
department intend to collaborate to achieve those objectives.
(4) Budget requests.
In submitting their budget requests under s. 16.42 (1) 14
for purposes of the 2021-23 biennial budget bill, the corporation and department 15
shall submit a proposal for funding all of the following, not to exceed $5,000,000 in 16
total between the corporation and department for the 2021-23 fiscal biennium:
(a) The corporation's administration of programs to achieve the export 18
objectives specified in s. 238.24 (2).
(b) The department's cooperation with the corporation to achieve the export 20
objectives specified in s. 238.24 (2), including funding for the agricultural and 21
agribusiness product exports specialist position authorized under sub. (2).
