TO ASSEMBLY BILL 6

AB6-ASA1,1,2 1An Act to amend 93.42 (5); and to create 238.24 of the statutes; relating to:
2promoting the export of Wisconsin's agricultural and agribusiness products.

This bill requires the Wisconsin Economic Development Corporation and the
Department of Agriculture, Trade and Consumer Protection to cooperate in
achieving certain objectives related to Wisconsin's export of agricultural products.
The bill requires WEDC to establish an agricultural exports program to
promote the export of Wisconsin's agricultural and agribusiness products. WEDC
and the Center for International Agribusiness Marketing in DATCP are required to
cooperate to achieve the following export objectives:
1. Increase Wisconsin's dairy product exports to ensure that by the year 2026
Wisconsin's milk exports equal at least 20 percent of the United States' milk supply.
2. Increase Wisconsin's meat product exports by the year 2026.
3. Increase Wisconsin's crop product exports by the year 2026.
Under the bill, WEDC must ensure that funding expended to achieve those
export objectives is equally distributed among the objectives.
The bill also requires WEDC and DATCP to submit, with their budget requests
for the 2021-23 fiscal biennium, proposals for funding the program's objectives and
a new position the bill authorizes in DATCP. Taken together, the proposals may not
exceed $5,000,000. Current law requires those budget requests to be submitted to
the Department of Administration by September 15, 2020.

Additionally, no later than December 31, 2020, the bill requires WEDC and
DATCP to jointly submit a plan to the legislature for how WEDC and DATCP intend
to achieve the export objectives established in the bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

AB6-ASA1,2 5Section 2. 238.24 of the statutes is created to read:
AB6-ASA1,2,8 6238.24 Agricultural exports program. (1) The corporation shall establish
7and administer an agricultural exports program to promote the export of this state's
8agricultural and agribusiness products.
AB6-ASA1,2,11 9(2) The corporation shall cooperate with the center for international
10agribusiness marketing under s. 93.42 to achieve all of the following export
11objectives:
AB6-ASA1,2,1312 (a) Increase this state's dairy product exports to ensure that by the year 2026
13this state's milk exports equal at least 20 percent of the United States' milk supply.
AB6-ASA1,2,1414 (b) Increase this state's meat product exports by the year 2026.
AB6-ASA1,2,1515 (c) Increase this state's crop product exports by the year 2026.
AB6-ASA1,2,17 16(3) The corporation shall ensure that all funding expended for the objectives
17specified in sub. (2) (a) to (c) is equally distributed among those objectives.
AB6-ASA1,3 18Section 3 . Nonstatutory provisions.
AB6-ASA1,2,1919 (1) Definitions. In this section:
AB6-ASA1,2,2020 (a) “Corporation” means the Wisconsin Economic Development Corporation.

1(b) “Department” means the department of agriculture, trade and consumer
2protection.
AB6-ASA1,3,63 (2) Position authorization for agricultural product exports specialist.
4There is authorized for the center for international agribusiness marketing in the
5department 1.0 FTE GPR position specializing in agricultural and agribusiness
6product exports.
AB6-ASA1,3,127 (3) Submission of plan. No later than December 31, 2020, the corporation and
8the department shall jointly submit to the chief clerk of each house of the legislature
9for distribution to the appropriate standing committees in the manner provided
10under s. 13.172 (3) a plan for how the corporation and department intend to achieve
11the export objectives specified in s. 238.24 (2), including how the corporation and
12department intend to collaborate to achieve those objectives.
AB6-ASA1,3,1613 (4) Budget requests. In submitting their budget requests under s. 16.42 (1)
14for purposes of the 2021-23 biennial budget bill, the corporation and department
15shall submit a proposal for funding all of the following, not to exceed $5,000,000 in
16total between the corporation and department for the 2021-23 fiscal biennium:
AB6-ASA1,3,1817 (a) The corporation's administration of programs to achieve the export
18objectives specified in s. 238.24 (2).
AB6-ASA1,3,2119 (b) The department's cooperation with the corporation to achieve the export
20objectives specified in s. 238.24 (2), including funding for the agricultural and
21agribusiness product exports specialist position authorized under sub. (2).
