This subsection applies to owners or operators of product and packaging rotogravure or wide-web flexographic printing presses operating more than one capture system, more than one control device, one or more never-controlled work stations, or one or more intermittently-controllable work stations.

(a) The owner or operator of each solvent recovery system used to control one or more product and packaging rotogravure or wide-web flexographic presses for which the owner or operator chooses to perform a liquid-liquid material balance under
sub. (4) (a) 1. shall determine the organic HAP emissions for those presses controlled by that solvent recovery system according to one of the following:
