The rules to be incorporated into the plumbing code, chs. ILHR 81-87, are minimum requirements supplementing existing rules for design and installation of mound-type private sewage systems which provide the needed level of health protection; exceptions from compliance would be contrary to the statutory objectives which are the basis for the rules.
