The Department of Agriculture, Trade and Consumer Protection (“Department”) hereby submits the following rule for publication:
Clearinghouse rule #: 16-049
Subject: Producer Led Watershed Protection Grants
Adm. code reference: ATCP 52
DATCP Docket #: 15-R-10
We are enclosing a copy of the final rule, as adopted by the Department. We are also providing the following information for publication with the rule, as required by Wis. Stat. § 227.114(6).
Business Impact Analysis (Summary)
This rule will have no adverse effect on small or large business. The Producer Led Watershed Protection Grant program is voluntary and thus imposes no cost on businesses. By providing grant funding to agricultural producers, the Producer Led Watershed Protection Grants program will benefit agricultural producers, other agricultural businesses, and communities that participate in the grant program. Grant recipients will benefit directly, while others will benefit indirectly from the creation of a stronger agricultural industry and improved soil and water quality. The Department plans to use proposal procedures that will make the cost of applying insignificant.
Comments from Legislative Committees (Summary)
On February 7, 2017, the Department transmitted the above rule for legislative committee review. The rule was assigned to the Assembly Committee on Agriculture and the Senate Committee on Agriculture, Small Business and Tourism. Neither committee took action. The Senate referred the rule to the Joint Committee for Review of Administrative Rules (“JCRAR”) on March 22, 2017, and the Assembly referred it to JCRAR on March 30, 2017. JCRAR took no action on the rule.
